c <br />AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARIES LIMITS <br />OF THE CITY OF PARIS, PARIS, TEXAS, AND THE ANNEXATION OF CERTAIN <br />TERRITORY CONSISTING OF 29.72 ACRES, MORE OF LESS WHICH IS LESS THAN <br />TEN PERCENT (10 %) OF THE TERRITORY INCLUDED WITHIN ITS PRESENT CITY <br />LIMITS, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT <br />BOUNDARY LIMITS OF THE CITY OF PARIS, PARIS, TEXAS; APPROVING SERVICE <br />PLAN AND PROVIDING ZONING FOR TERRITORY <br />was presented. A motion was made by Councilman Fulbright, seconded by <br />Councilman Jenkins for adoption of the ordinance. The motion carried 7 <br />ayes, 0 nays. <br />ORDINANCE NO., 95 -008 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE <br />CODE OF ORDINANCES, CITY OF PARIS BE AMENDED BY REVISING SECTION 7 -47 <br />OF SAID CODE; PROVIDING THAT THE REFERENCE TO DIRECTOR OF COMMUNITY <br />DEVELOPMENT BE CHANGED TO CHIEF BUILDING OFFICIAL; PROVIDING FOR A <br />PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF <br />FEBRUARY 1, 1995 <br />was presented. A motion was made by Councilwoman McDonald, seconded by <br />Councilman Clifford for adoption of the ordinance. The motion carried <br />7 ayes, 0 nays. <br />A motion was made by Councilman Fulbright, seconded by Councilman <br />Jenkins to take a short break. The motion carried 7 ayes, 0 nays. <br />The Council reconvened at 7:25 P. M. <br />City Manager Malone called for the tabulations of bids for furnishing <br />and delivery of (1) Term Life Insurance, (2) Stop Loss Insurance for <br />its otherwise self - funded Medical /Dental Program, (3) Third Party <br />Administration Services for the above coverage, (4) Maintenance Drug <br />Program for employees of the City of Paris, and the following bids were <br />presented: <br />Health Care Benefits Five Plans <br />Texas Municipal League One Plan <br />Life Re Insurance Company Two Plans <br />Tucker and Clark One Plan <br />It was the recommendation of the Director of Finance, W. E. Anderson, <br />to award the bid to Health Care Benefits using U. S. Benefits and <br />Continental Life) as it would result in the lowest dollar cost to the <br />City. <br />A motion was made by Councilman Bell to accept the recommendation of <br />Mr. Anderson and award the bid to Health Care Benefits. The motion was <br />seconded by Councilman Fulbright, and carried 7 ayes, 0 nays. <br />Resolution No. 95 -001, resolving that an application be made to the <br />Texas Parks & Wildlife Department for a Texas Recreation & Parks <br />Account (TRPA) Program Grant in the amount of $250,000.00, being <br />approximately 50% of the estimated COST of the municipal swimming pool <br />project, with the City of Paris providing $250,000.00 in kind services, <br />and funds, which matching share for this application is readily <br />available at this time, was presented. <br />Walter F. William, 1235 7th N. W. appeared before the Council speaking <br />in favor of a city swimming pool stating that it will be really good <br />for our kids. <br />after further discussion,a motion was made by Councilman Clifford, <br />seconded by Councilman Bell for approval of the resolution. The motion <br />carried 6 ayes, 1 nay, Councilman Jenkins voting nay. <br />
