meeting was the two story construction. Mr. Coats said that he has <br />removed the garages from the North side and moved the project to the <br />North twenty feet which allowed him to put one story buildings between <br />the south property line if the Council approves this Site Plan. Mr. <br />Coats said the roof would be approximately thirteen feet high, and said <br />that he would be happy to go,with any one of the plans. <br />Mayor Fisher called for opponents to appear, and Gary Nash was present <br />telling the Council that they had met with Mr. Coats, and City Attorney <br />Haynes last Friday, and did agree to the nine items listed in Mr. Coats <br />conditions and limits, and he did not have any problem with the changes <br />that Mr. Coats requested. Mr. Nash also requested that Mr. Coats to <br />spot the cedar trees around and so that there is protection as there is <br />on the east end of the property. <br />Betty Vandever also appeared before the Council asking that they <br />consider the drainage problem in the area. <br />No one else appeared, and the public hearing was declared closed. <br />Earl Smith, City Engineer addressed the drainage where Ms. Vandever <br />lives, stating that probably along the ditch that is concrete lined <br />that back when the subdivision was built it may be inadequate according <br />to the Master Plan that we use today. Mr. Smith said he was not sure <br />what design criteria was used at that time, but the water that is going <br />off this site will go in the direction of Ms. Vandever's property, and <br />will increase the run -off, how much impact this will have on her <br />property, he could not do say. Mr. Smith said he felt that the ditch <br />could be expanded. <br />A motion was made by Councilman Jim Bell to take Item No. 5, <br />consideration of and action on authorizing the preparation of an <br />ordinance amending Zoning Ordinance No. 1710 providing site plan <br />approval in a Planned Development- Housing District (PD -b) on the south <br />250 feet of Lots .18 -A and 19, City Block 249 located on the east side <br />of S. Collegiate Drive, 160 feet north of Hubbard Street, from the <br />table, and requested that the City Engineer look at this project when <br />he is in the area where Mrs. Vandever is concerned about and for staff <br />to consideration placing it in capital expenditures. The motion was <br />seconded by Councilman Shelton, and carried 7 ayes, 0 nays. <br />A motion was made by Councilman Shelton, seconded by Councilman <br />Williams authorizing preparation of an ordinance for site plan approval <br />in a Planned Development - Housing District on the south 250 feet of Lots <br />18 -A and 19, City Block 249 as published here with amendments presented <br />by Mr. Coats and approval of Mr. Nash.
