749 <br />MINUTES OF THE <br />PLANNING AND'ZONING COMMISSION <br />FEBRUARY 8, 1994 <br />The Planning and Zoning Commission of the City of Paris, Texas met <br />in regular session Monday, February 7, 1994 at 5:30 P.M. in the <br />Council Room, City Hall, Paris, Texas with the following members <br />present: <br />1. Barbara Gann <br />2. Marshall Kent, Jr. <br />3. Aaron Jenkins <br />4. Joe McCarthy <br />5. Louis Yates, Jr. <br />Also present was Joe McCollum, Director of Community Development. <br />Marshall Kent serving as Chairman in the absence of Chairman Reeves <br />Hayter and Vice - Chairman Eric Clifford, called the meeting to <br />order and called for the first item on the agenda. <br />A motion was made by Mr. McCarthy, seconded by Mr. Jenkins to bring <br />from the table, the public hearing to consider a change in zoning <br />from a One Family Dwelling District No. 2 (SF -2) and Neighborhood <br />Service District (NS) to a General Retail District (GR) on Lots 8- <br />A, 8 -B, 9, 10, 10 -A and 11, City Block 222 -B and on Lots 16 and 17 <br />and part of Lots 15 and 18, City Block 286 located between Lamar <br />Avenue and E. Price Street from Collegiate Drive west to a point <br />158 feet west of 27th N.E. (Tabled at the January 3, 1994 Meeting). <br />The motion carried 5 ayes, 0 nays. <br />Mr. Kent declared the public hearing open and called for proponents <br />to come forward. Eddie McFadden speaking for most of the property <br />owners in the area under consideration stated that they had <br />experienced diminishing property values of their homes due to their <br />locations. He said they were to the point where the land was all <br />the value remaining. <br />He requested approval of the change to General Retail zoning. <br />Reeves Hayter joined the meeting at this time. <br />No one else spoke on the matter and the public hearing was closed. <br />Following discussion, a motion was made by Mr. McCarthy, seconded <br />by Mr. Yates to recommend approval of the change. The motion <br />carried 5 ayes and 1 nay. Chairman Hayter voted nay. <br />Chairman Hayter called for a motion to bring from the table, the <br />Public Hearing to consider the petition of the Lamar County Human <br />Resources Council, Inc., for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) to a Planned Development - Housing <br />District (PD -b) on Lot 9, City Block 311 located at 3390 <br />Clarksville Street. (Tabled at the January 3, 1994 Meeting). <br />
