Mr. Bass told the Council that by taking t e population of the City of <br />Paris dividing by the seven district we will come up with an ideal size <br />of 3,528 in reapportionment we would try to get as close to that number _ <br />as we can. We also determine how far off you are from that number. <br />District 1 has 2,054, deviation of 1,474 people below the ideal size, <br />District 2 has 1,987 deviation of 1,541, District 7 has seven thousand <br />plus which is twice as large as it should be. Mr. Bass said that in <br />giving the task of trying to assess the districts and to determine what <br />would be necessary creating a district or districts that would address <br />the Voting Rights Act and the Constitutional requirements. Mr. Bass <br />presented his study plan by creating a map using the census blocks and <br />the above requirements. Mr. Bass said what he has attempted to <br />accomplish is to create two districts that have significant minority <br />concentration. District 1 under this plan has concentration of 68.4 %, <br />District 2 under this plan has a minority concentration of 45.91 %, that <br />is not what we call a political viable district, it is below the 65 %, <br />it is what is called an impact district in that it's percentage of <br />minority resident, although not significant under normal circumstances <br />to elect a candidate of choice, they would be able to influence any <br />election out of that district, and given a acceptable candidate with <br />cross over voting could be elected. Mr. Bass pointed out that one of <br />the problems is the minorities in the City of Paris is scattered in <br />small concentration which makes it more difficult to draw lines. Also <br />in 1978 the black population in Paris was approximately 30 %, and now it <br />is approximately 22 %.� Mr. Bass also pointed out that the County is <br />also under the same mandate, and with one advantage to this plan is <br />that with very little effort gives a plan that creates minority <br />district of about 44% using the City districts as election precincts — <br />boxes, so the numbers works well in that aspect. <br />Resolution No. 94 -015, authorizing and directing the Mayor of the City <br />of Paris, George Fisher, to execute on behalf of the City of Paris the <br />Notice to Proceed With Reapportionment for redistricting services from <br />Allison & Associates, was presented. A motion was made by Councilman <br />Jim Bell, seconded by Councilman Shelton for approval of the <br />resolution. The motion carried 6 ayes, 0 nays. <br />
