fia
/8-8
reapportionment. Mr. Rodgers said his main concern was three things
that he felt that needed to be done as this problem is approached.
That he along with all the member of the two predominately minority
districts are in favor of one man, one vote concept of government,
equal representation for all, but Mr. Rodgers said he knew the
redistricting needs to be done.
-r— Mr. Rodgers asked the Council to be sure that there is ample time for
! all citizens of the community to be informed of the changes that needs
to be made, and the basis upon which these changes are going to be
made. Mr. Rodgers requested copies of the demographic information on
District No. 1 and 2, and also that same type of information on the
districts adjacent to and immediately East, South and West of
Districts 1 and 2 in order that they may have a clear picture of the
population distribution in these areas.
No one else appeared, and Mayor Fisher declared the public hearing
closed.
Mayor Fisher advised the citizens in the audience that the Council has
passed a resolution establishing a committee with representation from
all districts.
Mr. Rodgers said the suggestions made were good, but the only problem
is, they feel that even before these community people can make informed
decisions, they need more information than they currently have. Mr.
Rodgers said he would hope they would be given the requested
information and time to examine it.
Mayor Fisher advised Mr. Rodgers that once the committee is
established, they will be provided maps of the proposed districts along
with maps as the district are drawn today, and the demographics as you
have requested.
City Attorney Haynes advised that at the last council meeting a
resolution was passed by the Council which established a committee for
the purpose of investigating the feels of the several areas, and that
committee was determined to be made up of three members from District
One and Two, and two members from District Three, Four, Five, Six, and
Seven. City Attorney Haynes said that it is to that committee that the
Mayor was asking his question - are the people supportive of having a
committee of that make up to look in to this matter, or is there some
other make up that they would like to be suggested. City Attorney
Haynes said that all was need was the name of the members of the
committee to go forward with this.
Mr. Rodgers told the Council there was no problem with the concept of
the committee, but their point is his people feel they need the
information before the committee is named to go to work.
Councilman John Bell said the committee needs to meet with Mr. Bass who
is doing the reapportionment for the City, make his presentation and
explain how those demographics were arrived at, and how the lines were
established.
