to be disclosed by the industrial customer, and if they refuse to <br />disclose what they are paying for it, they have set provisions to use <br />the Houston shipyard channel which is recognized point of average price <br />for this type of service. Mr. Sparks said that the only question that <br />they have not reached is the percentage of their current franchise, <br />which expires in the year 2006, provides a three percent gross receipt <br />tax. Mr. Sparks advised that if they went to a four percent tax it <br />would put them at a competitive disadvantage with T U Electric. <br />City Attorney Haynes advised that the ordinance the City passed in <br />December 1988 did what we are talking about, and it was a three percent <br />gross receipt tax at that time, but it was not accepted by Lone Star <br />Gas. <br />After further discussion, Mayor Fisher appointed a committee consisting <br />of Councilman Burnett, Councilman Bell, and himself to meet with Mr. <br />Sparks and come up with an amendment that will be agreeable with each <br />party on the percentage of gross receipt tax. The committee was <br />instructed to report back to the Council. <br />Karl Louis, Police Chief, appeared before the Council discussing the <br />staffing levels at the Paris Police Department. Mr. Louis explained <br />that there was currently two position open in the Police Department, <br />there was 188 applicants for those two position, 80 people took the <br />exam with 50 passing the exam, and that two would be hired in the next <br />two weeks. <br />Mayor Fisher wanted to know how many minority took the exam, and <br />further stated that with the problems that the City has been having, <br />there should be more minorities in the Police Department. <br />Mr. Louis advised that the top two on the list were white applicants, <br />but there was one minority on the list. Mr. Louis said that accordance <br />with the Civil Service Law, they have to start at the top of the list <br />and go down, and if there is no reason to turn those people down, we <br />hire them. <br />Mr. Louis further discussed the staffing, training, and overtime with <br />the Council. <br />Discussion was had regarding smoking in buildings owned by the City of <br />Paris, and it was requested that staff report back to the Council on <br />smoking areas in City Buildings. <br />There being no further business, the meeting adjourned. <br />tis <br />GE RGE ISHER, MAYOR <br />ATTEST: <br />-3-�Wr',) <br />MATTIE CUNNINGHAM, CITY ERK <br />
