MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />February 25, 1993 <br />The City Council of the City of Paris met in special session Thursday, <br />February 25, 1993, 4:15 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor George Fisher called the meeting to order with the <br />following Councilmembers present: Don Shelton, Jim Bell, Wayne Brown, <br />Billy Joe Burnett, and Rondie Williams. Also present was City Manager, <br />Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie <br />Cunningham. <br />Mayor Fisher announced that the purpose of the special meeting was <br />consideration of and action on an ordinance denying the proposed <br />changed rate schedules and service regulations of Texas Utilities <br />Electric Company, providing conditions under which said company's rate <br />schedules and service regulations may be changed, modified, amended or <br />withdrawn, finding and determining that the meeting at which this <br />ordinance is passed is open to the public as required by law. <br />ORDINANCE NO. 93 -009 <br />AN ORDINANCE DENYING THE PROPOSED CHANGED RATE SCHEDULES AND SERVICE <br />REGULATIONS OF TEXAS UTILITIES ELECTRIC COMPANY, PROVIDING CONDITIONS <br />UNDER WHICH SAID COMPANY'S RATE SCHEDULES AND SERVICE REGULATIONS MAY <br />BE CHANGED, MODIFIED, AMENDED OR WITHDRAWN, FINDING AND DETERMINING <br />THAT THE MEETING AT WHICH THIS ORDINANCE IS PASSED IS OPEN TO THE <br />PUBLIC AS REQUIRED BY LAW, AND DECLARING AN EMERGENCY <br />was presented. A motion was made by Councilman Bell, seconded by <br />Councilman Brown for approval of the ordinance. The motion carried 4 <br />ayes, 2 nay, Councilman Williams, and Councilman Burnett voting nay. <br />Councilman Burnett made a motion to amend the ordinance calling for <br />public hearings on the rate increase in order that citizens of Paris <br />could voice their opinion, and also to join in with the group of cities <br />that is opposing the rate increase before the PUC Committee. The <br />motion was seconded by Councilman Williams, and failed with 2 ayes, 4 <br />nays, Councilman Bell, Councilman Brown, Councilman Shelton, and Mayor <br />Fisher voting against the motion. <br />Resolution No. 93 -027, authorizing and directing the City Manager of <br />the City of Paris, Michael E. Malone, to execute on behalf of the City <br />of Paris Lease No. DTFA07 -93 -L -01143 with the U. S. Government, Federal <br />Aviation Administration for an Automatic Weather Observing & Reporting <br />System constructed and located at Cox Field Airport for a period of six <br />months beginning March 1, 1993, was presented. A motion was made by <br />Councilman Burnett, seconded by Councilman Bell for approval of the <br />resolution. The motion carried 6 ayes, 0 nays. <br />
