City Manager Malone presented an appligtion for Tax Abatement and <br />Reinvestment Zone designation for Campbell Soup. <br />After discussion, a motion was made by Councilman Bell, seconded by <br />Councilman Shelton authorizing establishment of guidelines and criteria <br />and setting of public hearings for Tax abatement and Reinvestment Zone <br />designation for Campbell Soup's expansion to their Can Manufacturing <br />operation at their Paris, Texas plant. The motion carried 4 ayes, 0 <br />nays. <br />Mr. Jerry Holmes, Route 1, Roxton, Texas, Master Gardener, working in <br />conjunction with the Texas Agricultural Extension Service, presented a <br />slide presentation on "Don't Bag It ". <br />Mr. Holmes told the Council that there is a bill before the legislature <br />right now for a law that would prevent anyone from sending any grass <br />clipping or tree leaves to the landfill anywhere in the State of Texas, <br />and feels this will become law. Mr. Holmes said it is a disgrace to <br />send any grass clippings or leaves to the landfill when people go out <br />and buy organic fertilizer, the maximum nitrogen content is 5 -6 %. Mr. <br />Holmes said when you take you grass clippings and send them to the <br />landfill, your are sending 4% nitrogen to the landfill. Mr. Holmes <br />pointed out what a great waste this is, when you can leave you grass <br />clipping on you lawn and have the addition of 4% nitrogen, and said <br />this would not hurt your grass. <br />
