2 <br />Following discussion, a motion was made by Ms. Ausbie, seconded by <br />Mr. McCarthy to recommend approval of the petition. The motion <br />carried 7 ayes, 0 nays. <br />Chairman Hayter opened the public hearing to consider the petition <br />of Jesse Hall for a change in zoning from a Multi - Family Dwelling <br />District No. 1 (MF -1) to a Commercial District (C) and Specific Use <br />Permit - Billboard Sign (52) on Lot 22, City Block 157 located at <br />1223 S. W. 1st Street. <br />Mr. Hall was not present to represent the petition. <br />No one was present in opposition and the public hearing was closed. <br />A motion was made by Mr. Clifford, seconded by Mr. Fendley to <br />recommend denial of the petition. The motion carried 7 ayes, 0 <br />nays. <br />Chairman Hay-ter next opened the public hearing on the petition of <br />Jesse Hall for a change in zoning from a Neighborhood Service <br />District (NS) and General Retail District (GR) to a Commercial <br />District (C) on Lots 1 and 2, Block 2, Fitzhugh Addition located at <br />1295 Fitzhugh Avenue. <br />No one was present to represent the applicant. <br />Tony Rios, Executive Director of the Paris Housing Authority, spoke <br />in opposition to the change and presented a petition signed by <br />residents of the Booker T. Washington Public Housing Project in <br />opposition. Mr. Rios cited numerous disturbances at the nite club <br />at this location disrupts the neighborhood and he requested the <br />zoning be upgraded to only allow uses compatible with the <br />neighborhood. <br />He read from a Federal Court Desegration Order relative to public <br />housing in Paris which pointed out the effect of the nite club on <br />the adjacent residential uses. <br />Karl Louis, Paris Police Chief, also spoke in` opposition to a less <br />restrictive zoning. He showed a brief video tape of a disturbance <br />on New Years Eve at the intersection of Fitzhugh Ave. and Martin <br />Luther King Dr. involving the club and asked that the zoning change <br />be denied. <br />Florine Edwards, 1119 Fitzhugh stated that noise from the club is <br />disturbing and her car windows have been shot out 3 times at her <br />home which is close by. <br />No one else spoke and the public hearing was closed. <br />A motion was made by Mr. Clifford, seconded by Mr. Fendley to <br />recommend denial of the change. The motion carried 7 ayes, 0 nays. <br />
