Councilman Burnett made a motion to bring Item No. 9 of the Agenda, <br />consideration of and action on directing the staff and authorizing <br />preparation of a resolution regarding the trading of property and <br />establishment of fences along common boundary lines in reference to the <br />request of Dr. Richard Swint, forward for consideration. The motion <br />was seconded by Councilman Williams, and carried 6 ayes, 0 nays. <br />City Manager Malone said the staff has previously offered on behalf of <br />the City to share one -half each with Dr. Swint the cost of fences that <br />benefit both parties and that each pay 100% of the cost of the fences <br />that benefit one or the other. <br />Dr. Swint told the Council that the check that he received for the <br />City's portion of the fence would be applied to the cost of the fence. <br />City Attorney pointed out a small section that would benefit the City, <br />and it would be improper to ask Dr. Swint to participate in the cost of <br />this portion of the fence as it is not proper for Dr. Swint to ask the <br />City to participate in the part of the fence that would benefit him. <br />Earl Smith, City Engineer, was present and discussed the property with <br />the Council and Dr. Swint. <br />A motion was made by Councilman Bell, seconded by Councilman Burnett to <br />approve the proposal as Dr. Swint presented. <br />After further discussion, a motion was made by Councilman Bell, <br />seconded by Burnett to table action at this time, and directed City <br />Engineer Smith to work out the figures with Dr. Swint. The motion <br />carried 6 ayes, 0 nays. <br />Eric Clifford, 3050 Woodhollow, representing an organization made of of <br />_ various people called "Jobs for Paris ", was present telling the Council <br />that this organization is not a part of the Chamber of Commerce, or the <br />Paris Industrial Foundation, it is a group of people concerned about <br />how economic development is going in Paris, Texas, and also they are <br />concerned about the Ad Valorem Tax Rate. Mr. Clifford further stated <br />that he was not asking the Council to endorse anything, but what he was <br />asking the Council to do is submit to the voters for their approval or <br />rejection of two propositions, a one - fourth of one percent sales tax <br />for Industrial Development, and one - fourth of one percent sales tax for <br />the reduction of Ad Valorem Taxes. <br />Mr. Clifford pointed out that the City of Paris is at a competitive <br />disadvantage in the area of Industrial Development, and if the City is <br />going to prosper, we are going to have to meet the competitive demands <br />in this day and age. Mr. Clifford presented a copy of proposed bylaws <br />that he has modified from Sulphur Springs, Texas, if this election <br />passes, the Council will be able to draw up their own. <br />Dr. James Burnette, Chairman of the "Jobs for Paris ", also appear in <br />support of the proposed propositions being place on the ballot for the <br />May 1, 1993 election. <br />
