89 <br />Thomas Hodges, 2000 Brown Street, also appeared before the Council <br />objecting to the zoning change. <br />Lawton Cooper, and Buddy Nash were also present and voiced their <br />objection to the mobile home being place in the neighborhood. <br />No one else appeared, and the public hearing was declared closed. <br />A motion was made by Councilman Fendley to deny the zoning request. <br />The motion was seconded by Councilman Booth, and carried 6 ayes, 0 nays. <br />Mayor Clifford told the Council that Item Number Nine on the agenda <br />would be taken into consideration at this time. <br />Joe McCollum, Director of Community, presented the Final Plat of Lot 3, <br />City Block 289. A motion was made by Councilman Booth, seconded by <br />Councilman Williams for approval of the Final Plat of Lot 3, City Block <br />289. The motion carried 6 ayes, 0 nays. <br />Mayor Clifford declared the public hearing open on petition of Beck <br />McDowell for a change in zoning from a Light Industrial District (LIT <br />to a Public Lands and Institutions District (PLI) on part of Lot 2, <br />City Block 339, located on the south side of Loop 286 S. W. <br />approximately 550 feet west of 7th S. W., and called for proponents to <br />appear. <br />Becky McDowell appeared. before the Council representing the Paris <br />Housing Authority, telling the Council of the need for more public <br />housing units. Ms. McDowell said the Housing Authority had choose to <br />stay in compliance with a court order in locating a suitable site for <br />the housing unit. <br />Councilman Williams asked Ms. McDowell how. many people would be <br />affected by the zoning change. <br />Ms. McDowell said there were eleven that they could find on the list <br />that is within one - fourth mile. Ms. McDowell said this location was <br />selected because the location was away from established residential <br />areas, and said it would not affect industrial development since it is <br />located next to the Chisum School property and that utilities were <br />available. <br />Mayor Clifford called for opponents to appear, and Bennie Freeman, <br />Route 6, Paris, Texas, objecting to the housing unit being place on the <br />Loop. Mr. Freeman also said if you checked the houses for sale in the <br />newspaper there are quite a number of houses for sale and suggest <br />scattering the public housing. <br />Don McLaughlin, Attorney, appeared before the Council representing the <br />Paris Industrial Foundation, Farm Bureau, Harrison' Walker, and <br />Harper. Mr. McLaughlin voiced the objections of each one and <br />encouraged the Council to consider the industrial area that would be <br />greatly affected by a housing unit.
