8 Vity Manager Malone presented replacement of the Mettler Scale Laboratory as follows: Baxter - Scientific VWR Scientific tabulation of bids received for used in the Environmental Services $2,145.00 Balance Only $2,203.50 With Interface $1,959.82 Balance Only $2,677.19 With Interface A motion was made by Councilman Booth, seconded by Councilman Fendley awarding the bid to Baster- Scientific in the amount of $2,203.50 with interface. The motion carried 7 ayes, 0 nays. City Manager Malone called for consideration of and action on setting a date, time, and place for a public hearing to obtain public comment concerning whether or not to make application for the creation of an Enterprise Zone. A motion was made by Councilman Booth to set the public hearing for February 27, 1989 at 5:15 P. M. The motion was seconded by.Councilman Wortham, and carried 7 ayes, 0 nays. City Manager Malone announced the next item on the agenda was consideration of and action on authorizing preparation of a resolution changing the regular Thursday Council meeting date at the request of Councilman Booth. Councilman Booth told the Council his main reason for the request. is the time spent at the Thursday Council meetings is not a lot, and the zoning items could be included at the Monday night meeting. Mayor Clifford advised one of the reason for the Thursday night meeting is to avoid the delay factor in the zoning requests, which could take up to 120 days if placed on the Monday night agenda. After further discussion, a motion was made by Councilman Booth to change the Thursday Council meeting date. The motion was seconded by Councilman Wortham and failed with 2 ayes, 5 nays. City Manager Malone read a memorandum from Herb Campbell, Director of Utilities, telling of the City's nomination by the Texas Department of Health, Region 7 for a Public Water Supply Excellence Award in the category of Surface Water Treatment Facilities with a population served of 10,001- 50,000. City Manager Malone reminded the Council of the Meeting before the State Highway and Public Transportation Commission in Austin, January 30, 1989, regarding the Green Carpet Route, if any of the Council members wish to attend. City Manager Malone also told the Council the report on Police Department Organization had been furnished to the Council. Mayor Clifford advised that review of the report was needed and would ask for discussion at the next council meeting. City Attorney Haynes gave an update on the Hotel /Motel Occupancy Tax Collection, and gave a tax collection report. City Attorney told the Council that a printer's error has been discovered in the City's Code of Ordinance pertaining to Public Housing showing that Public Housing is permitted in Commercial zoning. City Attorney Haynes advised this should be amended and requested permission to place this on the next Council agenda authorizing preparation of an Ordinance correcting Municipal Code Corporation's error.
