8 Vity Manager Malone presented <br />replacement of the Mettler Scale <br />Laboratory as follows: <br />Baxter - Scientific <br />VWR Scientific <br />tabulation of bids received for <br />used in the Environmental Services <br />$2,145.00 Balance Only <br />$2,203.50 With Interface <br />$1,959.82 Balance Only <br />$2,677.19 With Interface <br />A motion was made by Councilman Booth, seconded by Councilman Fendley <br />awarding the bid to Baster- Scientific in the amount of $2,203.50 with <br />interface. The motion carried 7 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on setting <br />a date, time, and place for a public hearing to obtain public comment <br />concerning whether or not to make application for the creation of an <br />Enterprise Zone. <br />A motion was made by Councilman Booth to set the public hearing for <br />February 27, 1989 at 5:15 P. M. The motion was seconded by.Councilman <br />Wortham, and carried 7 ayes, 0 nays. <br />City Manager Malone announced the next item on the agenda was <br />consideration of and action on authorizing preparation of a resolution <br />changing the regular Thursday Council meeting date at the request of <br />Councilman Booth. <br />Councilman Booth told the Council his main reason for the request. is <br />the time spent at the Thursday Council meetings is not a lot, and the <br />zoning items could be included at the Monday night meeting. <br />Mayor Clifford advised one of the reason for the Thursday night meeting <br />is to avoid the delay factor in the zoning requests, which could take <br />up to 120 days if placed on the Monday night agenda. <br />After further discussion, a motion was made by Councilman Booth to <br />change the Thursday Council meeting date. The motion was seconded by <br />Councilman Wortham and failed with 2 ayes, 5 nays. <br />City Manager Malone read a memorandum from Herb Campbell, Director of <br />Utilities, telling of the City's nomination by the Texas Department of <br />Health, Region 7 for a Public Water Supply Excellence Award in the <br />category of Surface Water Treatment Facilities with a population served <br />of 10,001- 50,000. <br />City Manager Malone reminded the Council of the Meeting before the <br />State Highway and Public Transportation Commission in Austin, January <br />30, 1989, regarding the Green Carpet Route, if any of the Council <br />members wish to attend. <br />City Manager Malone also told the Council the report on Police <br />Department Organization had been furnished to the Council. Mayor <br />Clifford advised that review of the report was needed and would ask for <br />discussion at the next council meeting. <br />City Attorney Haynes gave an update on the Hotel /Motel Occupancy Tax <br />Collection, and gave a tax collection report. <br />City Attorney told the Council that a printer's error has been <br />discovered in the City's Code of Ordinance pertaining to Public Housing <br />showing that Public Housing is permitted in Commercial zoning. City <br />Attorney Haynes advised this should be amended and requested permission <br />to place this on the next Council agenda authorizing preparation of an <br />Ordinance correcting Municipal Code Corporation's error.
