MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL
<br />February 2, 1989
<br />The City Council of the City of Paris met in special session, February
<br />2, 1989, 5:15 P. M., Council Room, City Hall, Paris, Texas. Mayor Eric
<br />Clifford called the meeting to order with the following Councilmen
<br />present. Curtis Fendley, Travis Wortham, Marshall H. Kent, Jr., E. W.
<br />(Bill) Booth, William E. (Bill) Davidson, and Rondie Williams. Also
<br />present was City Manager, Michael E. Malone, and City Clerk, Mattie
<br />Cunningham.
<br />Ralph Taylor, Pastor of Bethel Temple Church, appeared before the
<br />Council requested a pro rata water line extension for their church at
<br />Loop 286 S. E. ___
<br />Mayor Clifford referred Mr. Taylor to City Attorney Haynes, and City
<br />Engineer, Earl Smith, and.advised they would explain the procedures for
<br />a pro rata water line extension.
<br />City Manager Malone called for the tabulations of bids for a new Public
<br />Works Building, and the following bids were presented:
<br />Jerry Haning Construction $86,625.00
<br />Harrison, Walker & Harper, Inc. $86,884.00
<br />Hilliard & Son Contractors, Inc. $89,920.00
<br />McWaters Construction Co. $89,600.00
<br />Glen Nash Construction Co. $99,990.00
<br />Bobby Smallwood Construction $84,000.00
<br />Spencer Construction Company $85,974.00
<br />Stracener Construction, Inc. $97,490.00
<br />City Manager Malone advised the low bid of Bobby Smallwood Construction
<br />Company was a workable bid meeting plans and specifications even though
<br />the bid exceeds the budgeted amount of $70,000. City Manager Malone
<br />also advised that surplus funds have been located in Water Distribution
<br />and Sewer Maintenance Capital Outlay accounts, and recommended awarding
<br />the bid to Bobby Smallwood Construction.
<br />After discussion, a motion was made by Councilman Booth, seconded by
<br />Councilman Wortham awarding the bid for Public Works Building to Bobby
<br />Smallwood Construction in the amount of $84,000. The motion carried 7
<br />ayes, 0 nays.
<br />City Manager Malone called for tabulations of bids for Evergreen and
<br />South Church Street 12" Water Main Extension, and the following bids
<br />were presented:
<br />B. Bray Construction $ 14,018.00
<br />Heuberger, Inc. $ 13,048.00

<br />City Manager Malone told the Council it was the recommendation of city
<br />staff to award the bid to Heuberger, Inc.
<br />A motion was made by Councilman Booth, seconded by Councilman Williams
<br />awarding the low bid of Neuberger, Inc. in the amount of_$13,048.00 for
<br />the Evergreen and South Church Street 12" Water Main Extension. The
<br />motion carried 7 ayes, 0 nays.
<br />City Manager announced the next item on the agenda was consideration of
<br />and action on resolutions.
<br />Resolution No. 89 -005 authorizing and directing the Mayor of the City
<br />of Paris, Eric S. Clifford to execute on behalf of the City of Paris
<br />the contract with Bobby Smallwood Construction for the construction of
<br />the Department of Public Works Office and Operations Building was
<br />presented. A motion was made by Councilman Fendley, seconded by
<br />Councilman Kent for approval of the Resolution. The motion carried 7
<br />ayes, 0 nays.
