262 <br />Mayor Burnett announced that the Council would go to Item No. 27A on <br />the agenda. <br />Councilman Bone gave a report from the Investigative Committee <br />regarding the investigation of the City of Paris's Director of Public <br />Works - Dan Brotton as follows: <br />... "July 14, 1986 <br />REPORT TO PARIS CITY COUNCIL AND CITY MANAGER <br />SPECIAL INVESTIGATING COMMITTEE <br />SUBJECT: PUBLIC WORKS DEPARTMENT <br />During our investigating into the unrest and turmoil in our Public <br />Works Force, we found low worker morale and much turmoil among the <br />men. We feel this has greatly lowered the effectiveness of the <br />workers involved and reduced their performance in their duties. <br />Due to the lack of respect the employees have for Mr. Brotten, we <br />fill that irreversible damage has been done, and that Mr. Doty only <br />has one alternative for the good of the city and that is to replace <br />Mr. Brotten. We feel this is not a recent occurance but a situation <br />that has persisted over the past six years. We believe if you will <br />observe the condition of our city streets, you would say that they <br />are deplorable. We feel that this condition is due to the low morale <br />and un -rest in our street department brought on by Mr. Brotten's <br />actions and poor management. <br />The conditions of our Public Works Department, we feel is a direct <br />reflection on the quality of our City Management." <br />Councilman Bone asked for a show of support for the Council. Mayor <br />Burnett polled the Council and all were in agreement with the report <br />from the Investigative Committee. <br />City Attorney Haynes presented a Resolution authorizing the Mayor to <br />execute a Professional Service Contract for Municipal Judge of the <br />City of Paris to serve from August 1, 1986 through September 30, 1987. <br />Councilman Buffo rd made a motion that the City Council refuse to <br />authorize the Professional Service Contract for the Municipal Judge <br />and no future Professional Service Contracts be executed at their <br />expiration. The motion was seconded by Councilman Francis and <br />carried 6 ayes, 1 nay, Councilman Folmar voting no. <br />Resolution No. 86 -071 authorizing and directing the Mayor to execute <br />on behalf of the City of Paris, the Addendum No. 1 to the <br />Professional Service Contract with Thomas E. Hunt, III was <br />presented. A motion was made by Councilman Folmar, seconded by <br />Councilman Hoag for adoption of the Resolution. The motion carried 7 <br />ayes, 0 nays. <br />
