Exhibit D L <br />Page 2 of 3 <br />Being a part of the Josiah Harrell Survey, situated West of the <br />City of Paris, Lamar County,' Texas, <br />BEGINNING at a point in a fourth tract of land conveyed by William <br />Huddle,to tho`City of Paris on March 14, 1898 recorded Book 88, Page <br />320, Deed Records, Lamar County, Texas, <br />Said point being in the West boundary line of a public road 573.46 <br />feet West of the Southeast corner of said tract, also being the <br />Northeast corner of the N. Matthieson Survey, <br />THENCE North 210 11' East a distance of 1109.56 feet to a point <br />for a corner, <br />THENCE North 870 02' 20" West a distance of 61.31 feet to'a point <br />for a corner, <br />THENCE South 620 35' West a distance of 559.67 feet to a point for <br />a corner in the West boundary line of said Josiah Harrell Survey, <br />THENCE South Oo 01' 56" West along said West boundary line a <br />distance of 780.04 feet to a point for a corner, <br />THENCE East a distance of 157.54 feet along the South boundary of <br />said tract to the point of beginning containing 7.07 acres, more or <br />less. <br />City Attorney Haynes explained that the owners of the Property, Loyd <br />Barrow and Wife, Sybil Barrow have agreed to lease approximately 170 <br />r-- acres of land to the City for a ten year period with an additional ten <br />year agreement. Mr. & Mrs. Barrow would also like to lease a 50 foot <br />wide portion of land west of the excess road that goes to the Goose <br />Refuse for a period of ten years if agreeable with the current lease <br />holder. <br />John Buss, Director of Engineering explained.that this method of <br />disposal of sludge was the most economical, and that the City would <br />save money every year by using this type system.. Mr. Buss advised that <br />it would also bring the City into compliance with EPA. <br />After discussion, a motion was made by Councilman Folmar, seconded by <br />Councilman Hoog for adoption of the Resolution. The motion was 3 ayes, <br />3 nays, Councilman Bone abstaining. <br />After further discussion, Councilman Bone moved that the matter be <br />reconsidered. The motion was seconded by Councilman Hoog and carried 7 <br />ayes, 0 nays. <br />A motion was made by Councilman Folmar, seconded by Councilman Hoog for <br />adoption of the Resolution authorizing the lease contract with Loyd <br />Barrow and Wife, Sybil Barrow for a sludge application site. The <br />motion carried 7 ayes, 0 nays. <br />ORDINANCE NO. 85 -026 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS DECLARING A STATE OF <br />EMERGENCY UNDER SECTION 31 -28 OF THE CODE OF ORDINANCES OF THE CITY OF <br />PARIS; PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED <br />BY REVISING SECTION 31 -28 OF SAID CODE; PROVIDING FOR THE EMERGENCY <br />RATIONING OF CITY OF PARIS WATER; PROVIDING FOR A PENALTY NOT TO EXCEED <br />$200.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT <br />HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF JULY 28, 1986. <br />was presented. <br />John Buss, Director of Engineering appeared before the Council and <br />discussed the water situation with the Council. <br />
