MINUTES OF THE SPECIAL MEETIN6 OF THE CITY COUNCIL <br />March 31, 1986 <br />The City Council of the City of Paris met in special joint session with <br />the Paris Independent School District, Monday March 31, 1986, 5:15 P. <br />M. Mayor Fisher called the meeting to order with the following <br />Councilmen present: Jeff Hoog, Billy J. Burnett, W. C. Francis, MiKe <br />Folmar, Walter F. Williams, and Donald 6. Wilson. Also present was <br />City Manager, David H. Doty, City C1erK, Mattie Cunningham, School <br />Superintendent, Elaine Ballard, and members of the Paris Ind. School <br />District Board of Trustees. <br />Mayor Fisher called the meeting to order and announced that discussion <br />was open on the Fire Flow Service to Paris High School. <br />Discussion was had regarding cost of water lines to Paris High School <br />to establish a 3,000 gallon per minute distribution of water. <br />School Superintendent, Elaine Ballard, stated that the present flow at <br />the School is about 860 gallons per minute. <br />Jim Estes, Consulting Engineer for the Paris Independent School <br />District, stated that a flow of 1,000 gallons per minute would be <br />sufficient for fire.protection based on accepted standards. <br />Elaine Ballard, School Superintendent, stated that the Paris <br />Independent School District proposed to add a pump to the existing <br />system to bring the flow up to the 1,000 gallon per minute as <br />recommended by their Consulting Engineer. <br />After further discussion, a motion was made by Councilman Burnett, <br />seconded by Councilman Hoog that the City Council would accept the <br />Paris Independent School District's Consulting Engineer's certification <br />that a water flow of 1,000 gallons per minute to the Paris High School <br />is sufficient for fire protection with the City Attorney's approval of <br />the certification. The motion carried 7 ayes, 0 nays. <br />Mayor Fisher announced that item three and four had been omitted from <br />the agenda. <br />John Buss, Director of Engineering presented plans and specifications <br />for cost of an Alum Sludge Disposal system adjacent to the Water <br />Treatment Plant. Mr. Buss explained that the system was designed to <br />pump and spray pasture land to dispose of alum sludge from water that <br />is treated at the Pat Mayse Water Treatment Plant. <br />Resolution No. 86 -029 .approving plans and specifications and <br />authorizing advertisement of bids for construction of an Alum Sludge <br />Disposal System adjacent to the Water Treatment Plant was presented. A <br />motion was made by Councilman Williams, seconded by Councilman Folmar <br />for approval of the Resolution. The motion carried 7 ayes, 0 nays. <br />
