0097 <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />April 7, 1986 <br />The City Council of the City of Paris met id — special session, Monday, <br />April 7, 1986 5:15 P. M. Mayor Fisher called the meeting to order with <br />the following Councilmen present: Jeff Hoog, Billy J. Burnett, Donald <br />6. Wilson, and W. C. Francis. Also present was City Manager, David H. <br />Doty, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Mayor Fisher announced that the purpose of the special meeting was <br />consideration and action of Resolutions. <br />Mayor Fisher called for the tabulations of bids for a 33" Treated Water <br />Pipeline, and the following bids were presented: <br />Benson Construction Company, Inc. $694,037.00 <br />Bossier City. LA. <br />Lightning Construction Co., Inc. $700,080.00 <br />Seagoville, Texas <br />John Buss, Director of Engineering appeared before the Council and <br />explained that the State of Louisiana has a law which states that a 5% <br />preference be given to local contractors and that the State of Texas <br />passed a law recently which provides for invoking the same local <br />contractors preference against bidders from states having local bidders <br />preference laws. <br />Discussion was had with Larry Freeman, Consulting Engineer with ShimeK, <br />Jacobs 8 FinKlea regarding Lightning Construction Company Inc. Mr. <br />Freeman stated that the Lightning Construction Company had a record of <br />satisfactory performance on work of this type and recommended accepting <br />the bid of the Lightning Construction Company, Inc. <br />Councilman Williams entered the Council chambers and assumed his seat <br />at the Council table. <br />After discussion, a motion was made by Councilman Burnett to table <br />action on this matter until the newly elected Council members were <br />seated. The motion was seconded by Councilman Francis. <br />John Buss again addressed the Council and explained the need for action <br />on this matter in order to be able to connect the line at Campbell Soup <br />during their annual maintenance shutdown in June. <br />Bill Bone newly elected Councilman appeared before the Council and <br />discussed the project with the Council. <br />After further discussion, a vote was taken on the motion to table <br />action on the awarding the bids for a 33" Treated Water Pipeline which <br />failed for lack of an affirmative vote. <br />
