J <br />�y <br />�h <br />j, <br />MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY OF PARIS <br />January 10, 1985 <br />The City Council of the City of Paris met in regular session, Thursday, January <br />10, 1985, 5:15 P. M. Mayor Joe Graham called the meeting to order with the <br />following Councilmen present: Billy J. Burnett, Jeff Hoog, George Fisher, <br />Donald G. Wilson, and Nathan Bell. Also present were Assistant City Manager, <br />H. C. Greene, and Acting City Clerk, Joe N. McCollum. <br />Mayor Graham declared the public hearing open on the petition of B. Ray Steelman <br />for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a <br />General Retail District (GR) on Lots 13, 15, and 17, Block 2, Lamar Terrace <br />Addition located on the west side of 24th S. E. approximately 150 feet south of <br />Lamar Avenue. <br />Director of Community Development, Joe McCollum appeared before the Council and <br />presented the minutes of the Planning and Zoning Commission's meeting held on <br />January 7, 1985 and attached hereto as a part of these minutes as Exhibit A. <br />Mayor Graham called for proponents to appear and B. Ray Steelman appeared on his <br />behalf. <br />Mayor Graham called for opponents to appear and none appeared, and Mayor Graham closed <br />the public hearing. <br />A motion was made by Councilman Fisher, seconded by Councilman Burnett approving <br />the zoning change and authorizing an Ordinance to be presented at the next regular <br />Council meeting. The motion carried 6 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of William N. Hagood <br />for a change in zoning from a Multi - Family Dwelling District No. 1 (MF -1) to an <br />Office District (o) on Lot 5, City Block 182 -A located at 164 6th S. E. <br />Councilman Bell asked to be excused due to conflict of interest on the matter. A <br />motion was made by Councilman Hoog, seconded by Councilman Burnett to excuse Council- <br />man Bell. The motion carried 5 ayes, 0 nays. <br />Mayor Graham called for proponents to appear and William Hagood appeared on his <br />behalf and representing Dr. Marshall Dougherty. <br />Mayor Graham called for opponents to appear. None appeared and the public hearing <br />was declared closed. <br />A motion was made by Councilman Hoog, seconded by Councilman Wilson to approve the <br />zoning change and authorizing an Ordinance to be presented at the next reqular <br />Council meeting. The motion carried 5 ayes, 0 nays. <br />Councilman Bell re- entered the Council Room and assumed his seat at the Council <br />table. <br />Mayor Graham declared the public hearing open on the petition of James R. Coleman <br />for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a <br />General Retail District (GR) on Lots 3 and 4, Block 2, Stellrose Addition located <br />at 2303 Clarksville Street. <br />Mayor Graham called for Oroponents to appear and James R. Coleman appeared in his <br />behalf and representing his brother. <br />�� F <br />
