J �y �h j, MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY OF PARIS January 10, 1985 The City Council of the City of Paris met in regular session, Thursday, January 10, 1985, 5:15 P. M. Mayor Joe Graham called the meeting to order with the following Councilmen present: Billy J. Burnett, Jeff Hoog, George Fisher, Donald G. Wilson, and Nathan Bell. Also present were Assistant City Manager, H. C. Greene, and Acting City Clerk, Joe N. McCollum. Mayor Graham declared the public hearing open on the petition of B. Ray Steelman for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a General Retail District (GR) on Lots 13, 15, and 17, Block 2, Lamar Terrace Addition located on the west side of 24th S. E. approximately 150 feet south of Lamar Avenue. Director of Community Development, Joe McCollum appeared before the Council and presented the minutes of the Planning and Zoning Commission's meeting held on January 7, 1985 and attached hereto as a part of these minutes as Exhibit A. Mayor Graham called for proponents to appear and B. Ray Steelman appeared on his behalf. Mayor Graham called for opponents to appear and none appeared, and Mayor Graham closed the public hearing. A motion was made by Councilman Fisher, seconded by Councilman Burnett approving the zoning change and authorizing an Ordinance to be presented at the next regular Council meeting. The motion carried 6 ayes, 0 nays. Mayor Graham declared the public hearing open on the petition of William N. Hagood for a change in zoning from a Multi - Family Dwelling District No. 1 (MF -1) to an Office District (o) on Lot 5, City Block 182 -A located at 164 6th S. E. Councilman Bell asked to be excused due to conflict of interest on the matter. A motion was made by Councilman Hoog, seconded by Councilman Burnett to excuse Council- man Bell. The motion carried 5 ayes, 0 nays. Mayor Graham called for proponents to appear and William Hagood appeared on his behalf and representing Dr. Marshall Dougherty. Mayor Graham called for opponents to appear. None appeared and the public hearing was declared closed. A motion was made by Councilman Hoog, seconded by Councilman Wilson to approve the zoning change and authorizing an Ordinance to be presented at the next reqular Council meeting. The motion carried 5 ayes, 0 nays. Councilman Bell re- entered the Council Room and assumed his seat at the Council table. Mayor Graham declared the public hearing open on the petition of James R. Coleman for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a General Retail District (GR) on Lots 3 and 4, Block 2, Stellrose Addition located at 2303 Clarksville Street. Mayor Graham called for Oroponents to appear and James R. Coleman appeared in his behalf and representing his brother. �� F
