MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />April 15, 1985 <br />i <br />The City Council of the City of Paris met in regular session, Monday, April 15, 1985, <br />7:00 P. M. Mayor Graham called the meeting to order with. the following Councilmen <br />present: Donald G. Wilson, George Fisher, Jeff Hoog, Nathan Bell, Walter F. Williams, <br />and Billy Joe Burnett. Also present were City Manager, David H. Doty, City Attorney, <br />T. K. Haynes, and Asst. City Clerk, Matti.e Cunningham. <br />Prayer was offered by Reverend Robert Myre, Minister of the United Pentecostal Church. <br />Mayor Graham asked if there were any corrections to the minutes of previous meetings <br />and there being none, the minutes were approved as presented. <br />Mr. Rex Blackshear appeared before the Council concerning his son -in -law ineligible <br />for employment as a City of Paris Fireman, and questioned Section 3 of the City's <br />Personnel Policies. <br />City Manager Doty discussed this matter with Mr. Blackshear and the Council stating <br />the reason for denying Mr. Blackshear's son -in -law's appointment to the Fire Depart- <br />ment. <br />Mayor Graham declared the public hearing open on the annexation and proper zoning upon <br />annexation of a 17.55 acre tract of land located North of Stone Avenue and East of <br />North Main Street. <br />No one appeared for or against the annexation and Mayor Graham declared the public <br />hearing closed. <br />Mayor Graham announced that the next order of business would be consideration of <br />and action on Ordinances previously authorized by the City Council. <br />ORDINANCE NO. 85 -012 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS PROVIDING THAT THE CODE OF ORDINANCES, <br />CITY OF PARIS, BE AMENDED BY REVISING SECTION VII, F, AND G, AND SECTION VIII, <br />A, C, AND D, OF APPENDIX B, SUBDIVISION REGULATIONS, ORDINANCE NO 1315 OF SAID CODE; <br />PROVIDING FOR DESIGN REQUIREMENTS FOR CURB AND GUTTER, STREET SUBGRADE AND STREET <br />PAVEMENT; PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES <br />OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE <br />OF May 1, 1985 <br />was presented. A motion was made by Councilman Williams, seconded by Councilman <br />Burnett for approval of the Ordinance. The motion carried 7 ayes, 0 nays. <br />ORDINANCE NO. 85 -013 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS PROVIDING THAT THE CODE OF ORDINANCE, <br />CITY OF PARIS, BE AMENDED BY ADDING ARTICLE II OF CHAPTER 18 OF SAID CODE; ESTABLISH <br />REGULATIONS FOR THE USE AND OPERATION OF ALARM SYSTEMS WITHIN THE CITY; PROVIDING <br />DEFINITATIONS; REQUIRING A PERMIT OF ALARM SYSTEM USERS; PROVIDING FOR ISSUANCE OF <br />PERMITS; PROVIDING SERVICE CHARGES FOR FALSE ALARMS; PROVIDING FOR DENIAL AND SUS- <br />PENSION OF PERMITS; REGULATING ALARM REPORTING AND OPERATION; PROVIDING FOR PROTEC- <br />TION OF FINANCIAL INSTITUTIONS; ORDAINING OTHER MATTERS ON THE SUBJECT PROVIDING <br />FOR A PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES <br />IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF MAY 1, 1985 <br />U <br />
