MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL
<br />January 25, 1983
<br />The City Council of the City of Paris met in special session, Thursday,
<br />January 25, 1983 at 5:15 P: M. in the Council Room of City Hall. Mayor
<br />Graham called the meeting to order with the following Councilman present:
<br />W. C. Francis, Donald G. Wilson, George Fisher, Jr., and Larry McGee.
<br />Also present were Acting City Manager, H. C. Greene, City Attorney, T.
<br />K. Haynes, and Acting City Clerk, Joe N. McCollum.
<br />Mayor Graham announced the first item of business was to consider
<br />authorization of bids for materials for culverts on Fitzhugh Avenue.
<br />Richard Babb, City Engineer, stated the bids requested were for precast
<br />culvert sections delivered to the job site. Plans for the installation
<br />of the culverts are to be submitted for bids at the March meeting. A
<br />motion was made by Councilman Fisher, seconded by Councilman Wilson
<br />to authorize bids for consideration at the February 14, 1983 regular
<br />Council meeting. The motion carried 5 ayes, 0 nays.
<br />The Council next review the proposed Sewer Use Ordinance.
<br />Bill King of the City Staff explained how the Ordinance was designed
<br />and stated that a study was made of other cities Ordinances in
<br />addition to model Codes furnished by the Texas Department of Water
<br />Resources and the Environmental Protection Agency.
<br />Mayor Graham questioned the reasoning behind the proposed limit of
<br />450 mg /1 for BOD and Suspended Solids, and Mr. King explained that.
<br />this item could be changed or eliminated depending on how far the
<br />City wanted to go in treating industrial waste.
<br />Councilman Williams entered the Council room at this point and assumed
<br />his seat at the Council table.
<br />The Council entered a discussion about the effect of the Ordinance
<br />on future industrial growth and agreed that Paris should not allow
<br />any unfair requirements that.would decrease its competitiveness in
<br />this area.
<br />Councilman McGee left the meeting.
<br />Edward Hernan, General Manager of Campbell Soup Company, addressed the
<br />Council stating that the proposed Ordinance would pose no hardship on
<br />them, but the 450 mg /1 limit referred to would have a significant
<br />effect on some other industries in the City.
<br />Mr. King cited the three major concerns of industry were the BOD
<br />limits, grease limits and the graduated surcharge.
<br />The Council requested staff to provide a summary of EPA requirements
<br />for the Ordinance along with existing Ordinances of other cities in
<br />the Northeast Texas area for their study. They agreed to take the
<br />matter up again in a workshop.
<br />Acting City Manager Greene, and Dan Brotton, Director of Public Works,
<br />gave a review of EPA findings on the recent evaluation visit to the
<br />Wastewater Treatment Plant.
