MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />March 31, 1983 <br />The City Council of the City of Paris met in special session, Thursday, <br />Niarch 31, 1983 at 3:30 P. M. Mayor Graham called the meetino to order <br />with the following Councilmen present: W. C. Francis, Donald G, Wislon <br />Gene McNaters, and Larry McGee. Also present were City Manager, David <br />Doty, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Graham advised the Council that the special meeting was called <br />to consider a temporary permit for Jimmy Wrenn for aeronautical <br />activities at Cox Field Airport. <br />City Attorney Haynes advised the Council that the license for pilot <br />training and agricultural spray operation had not been renewed for <br />Jimmy Wrenn for the year 1983. Mr. Haynes advised that Mr. Wrenn's <br />Attorney had informed him that he was filing suit against the City <br />alledging that Mr. Wrenn had not received due process in refusal of <br />the City to renew the license. Mr. Haynes advised the Council that <br />the Airport Board had heard in their meeting all request for renewals <br />of licenses for Cox Field operations, and that Mr. Wrenn had had an <br />opportunity at that time to renew with the Board for renewal of the <br />license. Review of Mr. Wrenn's permit was placed on the City's agenda <br />with notice of meeting posted according to statute. Mr. Wrenn did not <br />appear. City Attorney Haynes suggested a temporary permit be issued <br />to Jimmv Wrenn for pilot training and agricultural spray operations <br />with the provision that the City be held harmless; that Mr. Wrenn's <br />Insurance Company specifically include the City of Paris as an <br />additional insured. <br />City Manager Doty recommended setting a date for the City Attorney <br />to make a presentation to the City Council after investigation. <br />After discussion, a motion was made by Councilman Wilson, seconded <br />by Councilman McWaters to grant a temporary permit to Jimmy Wrenn for <br />pilot training and agricultural spray operation for a period ending <br />May 16, 1983. The motion carried 5 ayes, 0 nays. <br />Mayor Graham announced that the City would go into executive session <br />and the reqular session was declared closed and the executive session <br />open. <br />City Attorney Haynes discussed legal matters with the Council and pending <br />suit aqainst the City. <br />The executive session was declared closed and the regular session open. <br />There being no further business, the meeting was adjourned. <br />JOE GRAHAM, MAYOR, CITY OF PARIS <br />ATTEST: <br />.
