Replat of Lot 3 -A, City Block 237 -A was presented. After discussion, <br />a motion was made by Councilman McWaters, seconded by Councilman <br />Wilson to table and refer back to the staff for further study. The <br />motion carried 6 ayes, 1 nay. <br />A replat of Lot 4 -A, City Block 235 was presented. A motion was made <br />by Councilman Wilson, seconded by Councilman Williams approving the <br />replat. The motion carried 7 ayes, 0 nays. <br />A replat of Lot 6, City Block 301 was presented. A motion was made by <br />Councilman Williams, seconded by Councilman McGee for approval of the <br />replat. The motion failed with 3 ayes, 4 nays, Councilman Francis, <br />Councilman Wilson, Councilman Graham, and Councilman McWaters voting <br />nay. <br />A motion was made by Councilman Wilson seconded by Councilman McWaters <br />to table the replat of Lot 6, City Block 301 and refer back to the <br />staff. The motion carried 4 ayes, 3 nays, Councilman Francis, Council- <br />man McGee, and Councilman Williams voting nay. <br />The final plat of the Willowcrest Addition, Part 1 was presented to <br />the Council. A motion was made by Councilman Fisher, seconded by <br />Councilman Williams approving the plat. The motion carried 7 ayes, <br />0 nays. <br />City Manager Doty advised the Council the Highway Department author- <br />ization to establish a multi -way stop with red beacons only until <br />an actuated signal could be installed at Pine Bluff at 20th N. E. <br />City Manager Doty recommended that consideration of the matter be <br />deferred and done as part of the forth coming budget. A motion <br />was made by Councilman Williams, seconded by Councilman McGee to <br />defer the matter and refer to the staff for study right turn lanes. <br />The motion carried 7 ayes, 0 nays. <br />Mayor Graham invited the Council's attention to recommendation of <br />the Traffic Commission to place Children Playing Signs and Crosswalks <br />on or near the south edge of Casa Bonita Apartments for north bound <br />vehicles and another one near the north edge of Record Park for south <br />bound vehicles. The motion included three crosswalks across 7th N. W. <br />with one being on the north side of W. Cambell at 7th N. W., one being <br />on the south edge of W. Henderson at 7th N. W., and one being on the <br />north edge of W. Henderson at 7th N. W. A motion was made by Council- <br />man Fisher, seconded by Councilman Williams approving the recommenda- <br />tion of the Traffic Commission. The motion carried 7 ayes, 0 nays. <br />On the recommendation of the Traffic Commission for no parking at 341 <br />E. Houston Street, a motion was made by Councilman Fisher, seconded <br />by Councilman Wilson authorizing the preparation of an Ordinance for <br />the next regular Council meeting. The motion carried 7 ayes, 0 nays. <br />City Manager Doty concurred withthe Airport Advisory Board to allow <br />portable hangars and discussed the site plan of the proposed area. <br />After discussion, a motion was made by Councilman Fisher, seconded <br />by Councilman Wilson to allow construction of foundations for privately <br />or,,,J hangars. The motion carried 7 ayes, 0 nays. <br />Discussion was had concerning tie down fees at the Municipal Airport. <br />After discussion, a motion was made by Councilman Fisher, seconded by <br />Councilman McGee to table the matter and refer to staff for study. <br />The motion carried 7 ayes, 0 nays. <br />Resolution No 83 -015 authorizing the City Manager to make application <br />for an amendment to Water Rights Permit No. 646A and No. 2137 was <br />presented. A motion was made by Councilman McGee, seconded by Council- <br />man McWaters for adoption of the Resolution. The motion carried 7 ayes, <br />0 nays. <br />
