A resolution authorizing Quit Claim to Richard B. Swint to abandon <br />existing utility easement was presented. A motion was made by <br />Councilman Wilson to table the item until after the executive session. <br />Councilman Williams seconded the motion which carried 7 ayes, 0 nays. <br />ORDINANCE NO. 464-8 %Z)-oo4 <br />AN ORDINANCE AMENDING ORDINANCE NO. 2649, PASSED ON THE 13TH DAY OF <br />SEPTEMBER 1982, PERMITTING TIME FOR REPAIR OF STRUCTURES OTHERWISE <br />DECLARED DILAPIDATED AT 609 E GARRETT, -LOT 3, CITY BLOCK 93 -B <br />BELONGING TO ROOSEVELT DIXON, PROVIDING FOR AN EFFECTIVE DATE OF <br />JANUARY 10, 1983. <br />was presented. A motion was made by Councilman Fisher, seconded by <br />Councilman Williams for approval of the Ordinance. The motion carried <br />7 ayes, 0 nays. <br />Bob Vivian of the CRS Group Engineers gave a status report on the <br />progress of the I & I Project. He stated that Treatment Plant Plans <br />were approximately 65% complete and Sewer Project Plans were about <br />40% complete. He stated he felt the March 1, 1983 deadline for <br />completion of plans would be met. <br />Mayor Graham announced the next item .was to consider authorization of <br />Ordinance concerning the issurance of Refunding Bonds and Escrow <br />Agreement. Considerable discussion took place as.to how such an <br />Ordinance would affect the City's financial picture should we fail <br />to meet deadline requirements for plans on the sewer project and <br />there is no need to sell new bonds. Following discussion, Councilman <br />McWaters made a motion to authorize preparation of an Ordinance for <br />consideration at the next meeting. Councilman McGee seconded the <br />motion which carried 4 ayes, 3 nays, Councilman Williams, Councilman <br />Francis, and Councilman Wilson voted nay. <br />The Council next discussed the operation of the Waste Water Treatment <br />Plant. Dan Brotton, Director of Public Works and Bill King, Plant <br />Chemist reported to the Council on changes made to plant operation, <br />the guidelines that have been implemented and the training which is <br />being provided to plant personnel. They stated that there will always <br />be some problems in the plant operation, but it has been in permit <br />compliance since November 1982. <br />A report was then given by Bill King relative to the proposed Sewer <br />User Ordinance presently being drafted. Mr. King reviewed EPA <br />requirements for the Ordinance stating that the Texas Department <br />of Water Resources Model Ordinance Ordinances of other cities were <br />being used in drafting the one proposed for Paris. He told the <br />Council of meetings with local industrial representatives who would <br />be most affected by the Ordinance and of the positive results of the <br />meeting. He concluded the report saying that a preliminary draft <br />of the Ordinance would be submitted for Council review in the near <br />future. <br />Mayor Graham declared the regular session closed and the executive <br />session open. <br />The Council discussed legal matters with'the City Attorney, and Mayor <br />Graham declared the executive session closed and the regular session <br />open. <br />Councilman Fisher made a motion to bring from the table the resolution <br />pertaining to the Quit Claim of an easement to Richard B. Swint.
