3 <br />City Attorney Haynes read the lease agreement to the Council. A motion was <br />made by Councilman Kohls, seconded by Councilman Graham for approval of the <br />lease. The motion carried 7 ayes, 0 nays. <br />Mr. Larry Greb appeared before the Council to appeal a decision of the Community <br />Development Department for a denial of a Building Permit for an apartment complex <br />planned in the 600 Block of 20th Street, N. E. for the reason that the area <br />drains into Buttermilk Creek, and the City Council had declared a moratorium <br />on building permits temporarily. Mr. Greb stated that all requirements of the `- <br />City Council and the Community Development Department had been met prior to the <br />moratorium, and felt that his permit should be granted at this time. Mr. Jim <br />Bell appeared before the Council stating that it would not be in the best <br />interest to stop an on going project at the time of the temporary moratorium. <br />After discussion, a motion was made by Councilman Williams, seconded by Council- <br />man Wortham to grant a building permit to Mr. Greb. The motion carried 7 ayes, <br />0 nays. <br />Mr. Jim Bell appeared before the Council and presented a slide presentation <br />of the drainage of Buttermilk Creek. <br />Mayor Burnett declared the public hearing open regarding the dilapidated structures <br />and recommendations made by the Building Hazard Inspection Committee. City <br />Attorney Haynes advised the Council that a written report was in their hands <br />attached to the agenda concerning the recommendations of the Building Hazard <br />Inspection Committee. <br />Mayor Burnett invited anyone to appear before the Council concerning properties <br />included in the recommendation of the Committee and no one appeared. <br />Mayor Burnett declared the public hearing closed and <br />ORDINANCE NO. 2573 <br />AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN THE CITY OF PARIS <br />TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE OF THE CITY COUNCIL <br />-- FINDING THE MATERIALS REMAINING TN THE PREMISES TO CONST -ITUTE A NUISANCE <br />AND TO BE A FIRE HAZARD TO LIFE AND PROPERTY AND A HAZARD TO THE LIFE AND <br />WELFARE OF THE INHABITANTS OF THE AREA, AND ORDERING SAID RUBBISH, LUMBER <br />AND REFUSE FROM THE STRUCTURES TO BE TORN DOWN AND REMOVED FROM THE PREMISES <br />IN ORDER TO ABATE SUCH NUISANCE. <br />was presented. A motion was made by Councilman Kohls, seconded by Councilman <br />Williams for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />Mayor Burnett called for the reading of an Ordinance appointing three members <br />to the Board of Equalization. <br />
