t Mayor Malone declared the public hearing.-open for the purpose of assessing property owners for street improvements on Blake Road. Mrs. Joyce Wallace, 1601 Blake Road appeared before the Council questioning the cost of curb and gutter versus the amount paid to her for right -of -way. Mrs. Jacqueline Mason, 1323 Blake Road, appeared before the Council stating that a gas line had been cut and had not been repaired to date. Mr. Wayne Ballard appeared before the Council concerning the slop as cut for the Street in the 1400 - 1600 Block of Blake Road. Mr. Tommy Doaks, appeared before the Council questioning the cost of curb and gutter versus the amount paid for right -of -way. Director of Public Works, and City Engineer, Darrell Gunn appeared before the Council explaining the improvements made to Blake Road and the methods of cost. City Attorney Haynes advised the Council that all notices required by law has been made. City Manager Sokoll testified that all property being assessed had been enhanced in value at least equal to the cost of improvements made. Mayor Malone declared the public hearing closed. ORDINANCE NO 2500 AN ORDINANCE CLOSING THE HEARING GIVEN TO THE REAL AND TRUE OWNERS OF PROPERTY ABUTTING UPON A CERTAIN STREET INTHE CITY OF PARIS, TEXAS, WITHIN THE LIMITS HEREINAFTER DEFINED, AS TO SPECIAL BENEFITS TO ACCRUE TO SAID PROPERTY AND THE REAL AND TRUE OWNERS THEREOF BY VIRTUE OF IMPROVEMENT OF SAID STREET WITHIN SAID LIMITS, AND AS TO ANY ERRORS, INVALIDITIES OR IRREGULARITIES IN ANY OF THE PRO- T CEEDINGS OR CONTRACT THEREFOR; OVERRULING AND DENYING ALL PROTESTS AND OBJECTIONS OFFERED; FINDING AND DETERMINING THAT EACH AND EVERY PARCEL OF PROPERTY ABUTTING UPON SIAD STREET WITHIN THE LIMITS DEFINED WILL BE SPECIALLY BENEFITED AND ENHANCED IN VALUE IN EXCESS OF THE AMOUNT OF THE COSTS OF SAID IMPROVEMENTS PROPOSED TO BE AND AS ASSESSED AGAINST SAID PROPERTY AND THE REAL AND TRUE OWNERS THEREOF, AND LEVYING AND ASSESSMENT FOR THE PAYMENT OF A PORTION OF THE COSTS OF SAID STREET WITHIN SAID LIMITS DEFINED, FIXING AND CHARGE AND LIEN AGAINST SAID PROPERTY AND THE REAL AND TRUE OWNERS THEREOF, FIXING THE MANNER AND TIME OF PAYMENT THEREOF, AND PROVIDING FOR THE MANNER AND METHOD OF SAID PAYMENT. was presented. A motion was made by Councilman Kyle, seconded by Councilman Kohls for adoption of the Ordinance. The Motion carried 7 ayes, 0 nays. Mr. Bobby Lockwood appeared before the Council in behalf of the Youth Service Program of Lamar County and requested authorization to defer $4,684.05 already made by the City of Paris to the services to their next budget year. Mr. Lock- wood advised that the deferring of the City's expenditures by the service would permit them to receive funding from other sources. A motion was made by Council- man Burnett, seconded by Councilman Kyle approving the request. The motion carried 7 ayes, 0 nays. City Manager Sokoll requested authorization to advertise for proposals for an Accounting Firm to perform the annual audit of the 1979 -80 fiscal year. A motion was made by Councilman Kohls, seconded by Councilman Francis approving the request. The motion carried 7 ayes, 0 nays. Resolution No. 2028 authorizing the transfer of funds between departments of the City was presented. A motion was made by Councilman Francis, seconded by Councilman Burnett for approval of the Resolution. The motion carried 7 ayes, 0 nays.
