t <br />Mayor Malone declared the public hearing.-open for the purpose of assessing property <br />owners for street improvements on Blake Road. <br />Mrs. Joyce Wallace, 1601 Blake Road appeared before the Council questioning the cost <br />of curb and gutter versus the amount paid to her for right -of -way. <br />Mrs. Jacqueline Mason, 1323 Blake Road, appeared before the Council stating that <br />a gas line had been cut and had not been repaired to date. <br />Mr. Wayne Ballard appeared before the Council concerning the slop as cut for the <br />Street in the 1400 - 1600 Block of Blake Road. <br />Mr. Tommy Doaks, appeared before the Council questioning the cost of curb and gutter <br />versus the amount paid for right -of -way. <br />Director of Public Works, and City Engineer, Darrell Gunn appeared before the Council <br />explaining the improvements made to Blake Road and the methods of cost. <br />City Attorney Haynes advised the Council that all notices required by law has been <br />made. <br />City Manager Sokoll testified that all property being assessed had been enhanced <br />in value at least equal to the cost of improvements made. <br />Mayor Malone declared the public hearing closed. <br />ORDINANCE NO 2500 <br />AN ORDINANCE CLOSING THE HEARING GIVEN TO THE REAL AND TRUE OWNERS OF PROPERTY <br />ABUTTING UPON A CERTAIN STREET INTHE CITY OF PARIS, TEXAS, WITHIN THE LIMITS <br />HEREINAFTER DEFINED, AS TO SPECIAL BENEFITS TO ACCRUE TO SAID PROPERTY AND THE <br />REAL AND TRUE OWNERS THEREOF BY VIRTUE OF IMPROVEMENT OF SAID STREET WITHIN SAID <br />LIMITS, AND AS TO ANY ERRORS, INVALIDITIES OR IRREGULARITIES IN ANY OF THE PRO- T <br />CEEDINGS OR CONTRACT THEREFOR; OVERRULING AND DENYING ALL PROTESTS AND OBJECTIONS <br />OFFERED; FINDING AND DETERMINING THAT EACH AND EVERY PARCEL OF PROPERTY ABUTTING <br />UPON SIAD STREET WITHIN THE LIMITS DEFINED WILL BE SPECIALLY BENEFITED AND ENHANCED <br />IN VALUE IN EXCESS OF THE AMOUNT OF THE COSTS OF SAID IMPROVEMENTS PROPOSED TO BE <br />AND AS ASSESSED AGAINST SAID PROPERTY AND THE REAL AND TRUE OWNERS THEREOF, AND <br />LEVYING AND ASSESSMENT FOR THE PAYMENT OF A PORTION OF THE COSTS OF SAID STREET <br />WITHIN SAID LIMITS DEFINED, FIXING AND CHARGE AND LIEN AGAINST SAID PROPERTY <br />AND THE REAL AND TRUE OWNERS THEREOF, FIXING THE MANNER AND TIME OF PAYMENT <br />THEREOF, AND PROVIDING FOR THE MANNER AND METHOD OF SAID PAYMENT. <br />was presented. A motion was made by Councilman Kyle, seconded by Councilman Kohls <br />for adoption of the Ordinance. The Motion carried 7 ayes, 0 nays. <br />Mr. Bobby Lockwood appeared before the Council in behalf of the Youth Service <br />Program of Lamar County and requested authorization to defer $4,684.05 already <br />made by the City of Paris to the services to their next budget year. Mr. Lock- <br />wood advised that the deferring of the City's expenditures by the service would <br />permit them to receive funding from other sources. A motion was made by Council- <br />man Burnett, seconded by Councilman Kyle approving the request. The motion carried <br />7 ayes, 0 nays. <br />City Manager Sokoll requested authorization to advertise for proposals for an <br />Accounting Firm to perform the annual audit of the 1979 -80 fiscal year. A motion <br />was made by Councilman Kohls, seconded by Councilman Francis approving the request. <br />The motion carried 7 ayes, 0 nays. <br />Resolution No. 2028 authorizing the transfer of funds between departments of the <br />City was presented. A motion was made by Councilman Francis, seconded by Councilman <br />Burnett for approval of the Resolution. The motion carried 7 ayes, 0 nays. <br />
