r <br />RESOLUTION NO, 2044 , <br />WHEREAS, the Statewide Library Development Program <br />of the Texas State Library and Archives Commission is <br />dedicated to meeting the library needs of all Texans; <br />and, <br />WHEREAS, the Statewide Library Development Program <br />implemented through a structure of ten regional systems <br />provides ample latitude for regional and local autonomy <br />in addressing the diverse needs of citizens throughout <br />the state; and, <br />WHEREAS, the citizens of Paris, Texas receive direct <br />benefit from the regional and statewide program of service <br />in the following manner: <br />1. Books and audio - visual media bought for our <br />local library; <br />2. Superior discount negotiated with library <br />wholesalers to make local funds for library <br />materials buy more than is otherwise possible; <br />3. Interlibrary loan service, which brings the <br />library resources of Texas to our local citi- <br />zens; <br />4. Free one -day workshops in locations close to <br />home to keen our local library staff educated <br />in their occupation and able to provide better <br />service; <br />5. Expert counseling to bring knowledge and experi- <br />ence to our local Library Director beyond the <br />capacity of one individual working in isolation; <br />6. Grants for special studies beyond the capa- <br />bilities of the local government body to finance <br />in full; <br />7. A network of contacts with professional librarians <br />to share expertise and to keep the local Director <br />informed on happenings and issues of importance; <br />8. Use of a large motion picture library, which the <br />local library could never hope to acquire on its <br />own; <br />9. A telephone credit card which enables librarians <br />in Northeast Texas to stay in close communication <br />with each other as necessary; <br />10. A books -by -mail service for the homebound and <br />isolated citizens in our community who would <br />otherwise be unable to take advantage of library <br />service as provided by the local library; and, <br />WHEREAS, the current level of state aid to public li- <br />braries in Texas is 16G per capita, ranking Texas 34th <br />nationally; NOW, THEREFORE, <br />29 <br />
