7 ID <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />March 10, 1980 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />March 10, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with <br />the following Councilmen present: George Fisher, Jr., Jim Farris, Billy Joe <br />Burnett, Ronald Kyle and W. C. Francis. Also present were City Manager, R. <br />W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by the Rev. Terrell Taylor. <br />Mayor Malone asked if there were any corrections to the minutes of previous <br />meetings furnished to the Council members. There being none, the minutes <br />were approved. <br />Mayor Malone announced that the first order of business would be consideration <br />of recommendations made by the Planning and Zoning Commission. <br />Mayor Malone declared the public hearing open on the petition of J. W. McCoy, <br />Sr., for a change in zoning from a One Family Dwelling District No. 2 to a <br />Commercial District on Part of Lot 7, City Block 316, located on the South <br />side of Loop 286 N. E., East of 31st N. E. <br />Mayor Malone called for proponents to appear and none appeared. <br />Mayor Malone called for opponents to appear and none appeared, and the public <br />hearing was declared closed. <br />ORDINANCE NO. 2492 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS <br />AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; <br />ESTABLISHING A COMMERCIAL DISTRICT (C) ON LOT 7, CITY BLOCK 316, ON PROPERTY <br />BELONGING TO JOHN W. MCCOY, SR., SO AS TO INCLUDE THEREIN TERRITORY FORMERLY <br />DESIGNATED AS A ONE- FAMILY DWELLING DISTRICT NO. 2 (SF -2); AND DESIGNATING <br />THE BOUNDARIES OF THE COMMERCIAL DISTRICT (C) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Fisher, seconded by Councilman <br />Burnett for approval of the Ordinance. The motion carried 6 ayes, 0 nays. <br />Mayor Malone advised that the next order of business would be consideration <br />of recommendations made by the Traffic Commission. The first being a <br />consideration of a request for a speed zone change on FM 1507 between State <br />Highway 24 and FM 905. Asst. Police Chief Barnett appeared before the Council <br />giving the State's recommendations on speed limits on FM 1507 and stated that <br />the Traffic Commission had recommended the adoption of the speed limit zoning <br />as well as flashing lights in front of the Paris High School. After discussion, <br />a motion was made by Councilman Fisher, seconded by Councilman Burnett authoriz- <br />ing preparation of an Ordinance based upon the Traffic Commission recommendation. <br />The motion carried 6 ayes, 0 nays. <br />Mayor Malone advised that the next order of business would be consideration <br />of recommendations made by the Airport Board. The first being the recommenda- <br />tion that the lease of Jimmy Wrenn on the big hanger at Cox Field be extended <br />fourteen additional months to compensate for construction delay. <br />
