7 ID MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL March 10, 1980 The regular meeting of the City Council of the City of Paris was held Monday, March 10, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with the following Councilmen present: George Fisher, Jr., Jim Farris, Billy Joe Burnett, Ronald Kyle and W. C. Francis. Also present were City Manager, R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. Prayer was offered by the Rev. Terrell Taylor. Mayor Malone asked if there were any corrections to the minutes of previous meetings furnished to the Council members. There being none, the minutes were approved. Mayor Malone announced that the first order of business would be consideration of recommendations made by the Planning and Zoning Commission. Mayor Malone declared the public hearing open on the petition of J. W. McCoy, Sr., for a change in zoning from a One Family Dwelling District No. 2 to a Commercial District on Part of Lot 7, City Block 316, located on the South side of Loop 286 N. E., East of 31st N. E. Mayor Malone called for proponents to appear and none appeared. Mayor Malone called for opponents to appear and none appeared, and the public hearing was declared closed. ORDINANCE NO. 2492 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A COMMERCIAL DISTRICT (C) ON LOT 7, CITY BLOCK 316, ON PROPERTY BELONGING TO JOHN W. MCCOY, SR., SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A ONE- FAMILY DWELLING DISTRICT NO. 2 (SF -2); AND DESIGNATING THE BOUNDARIES OF THE COMMERCIAL DISTRICT (C) SO ESTABLISHED. was presented. A motion was made by Councilman Fisher, seconded by Councilman Burnett for approval of the Ordinance. The motion carried 6 ayes, 0 nays. Mayor Malone advised that the next order of business would be consideration of recommendations made by the Traffic Commission. The first being a consideration of a request for a speed zone change on FM 1507 between State Highway 24 and FM 905. Asst. Police Chief Barnett appeared before the Council giving the State's recommendations on speed limits on FM 1507 and stated that the Traffic Commission had recommended the adoption of the speed limit zoning as well as flashing lights in front of the Paris High School. After discussion, a motion was made by Councilman Fisher, seconded by Councilman Burnett authoriz- ing preparation of an Ordinance based upon the Traffic Commission recommendation. The motion carried 6 ayes, 0 nays. Mayor Malone advised that the next order of business would be consideration of recommendations made by the Airport Board. The first being the recommenda- tion that the lease of Jimmy Wrenn on the big hanger at Cox Field be extended fourteen additional months to compensate for construction delay.
