26 <br />"AN ORDINANCE FIXING THE TAX RATE AND THE TAX LEVY, AND <br />LEVYING AD VALOREM TAXES FOR THE CITY OF PARIS, PARIS,` <br />TEXAS, FOR THE YEAR 1978, UPON ALL TAXABLE PROPERTY <br />WITHIN THE SAID CITY OF PARIS, TEXAS, IN CONFORMITY <br />WITH THE CHARTER PROVISIONS AND ORDINANCES OF SAID CITY; <br />AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN <br />CONFLICT HEREWITH." <br />was presented. Motion by Councilman Fisher, seconded by Councilman Burnett <br />approving the ordinance. Motion carried 6 ayes, 0 nays. <br />Director of Public Works Ennis Ki 11 ingsworth 'gave the following report concerning <br />malfunctions at the Water Treatment Plant on June 21, 1978. <br />"On Tuesday, June 20, 1978, one of the two pumps in the new <br />plant was taken out of service to replace worn bearings. <br />Campbell Soup Co. was not in production due to their annual <br />shut down for vacation, one pump being sufficient to serve <br />city requirements. Pump repairs were not completed on June <br />20, and the pump was partially disassembled as the bonnett <br />was not replaced. <br />On Wednesday, June 21, at about 2:30 A.M., the operator, <br />Johnny Wilson reported that there was a loud explosion and <br />the power went off, stopping the motor. Head pressure from <br />the city came back to the plant and when a surge valve failed <br />to hold this pressure, water returned to the clear well and <br />then to the disassembled pump, flooding both motors. <br />Water was pumped out by city fire engine and removal of <br />Motor No. 1 was started. Westinghouse Electric in Fort <br />Worth was called and picked up Motor #1 Wednesday afternoon <br />for drying out and testing. <br />The Maxey plant was put in operation early Wednesday morning <br />to provide 3.5 MGD. It was felt that this amount plus exist- <br />ing storage of about 4.5 MG would provide enough water if <br />water use was.restricted to essential needs. However, <br />Thursday morning it was obvious that the city Would be out <br />of water by late afternoon. The decision was Made to turn <br />off the water at 11:30 A.M. in order to conserve enough for <br />possible.fire requirements. Westinghouse reported at 1:00 <br />P.M. that Motor #1 had been dried out, tested O.K. and would <br />arrive in Paris at 4:00 P.M. Upon arrival, the motor was <br />installed and aligned with the pump. At 7:00 P.M. the pump <br />was started and pressure began to rebuild. By Friday A.P. <br />storage was back to a safe level. <br />Motor No. 2 had been picked up by Westinghouse Thursday A.M., <br />returned after drying and testing Friday night. Motor was <br />
