ATTACHMENT <br />1. Definition of "substandard" used: Structures which lack one or more <br />essential plumbing facility for exclusive use of occupants or structures <br />which do not provide safe and adequate shelter, requiring extensive <br />repair or rebuilding. <br />2. Definition of "suitable for rehabilitation: used: Units which are <br />structurally sound but lack complete plumbing facilities and /or adequate <br />electrical wiring. Units shall be in an area with available utilities <br />and be in such condition that it can economically be brought up to stand - <br />ard and maintained at a reasonable cost. <br />3.
