i� <br />MINUTES OF THE SPECIAL COUNCIL MEETI14G OF.'THE CITY OF PARIS <br />November 21, 1978 <br />The Special Council meeting of the City of Paris was held Tuesday, November 21, <br />1978 at 5:30 P.M. in the District Court Room, Lamar County Courthouse, with <br />the following Councilmen present: Mayor Michael Malone, B. J. Burnett, James <br />Farris, Raymond Wunsch, Walter F. Williams, David Philley, and George Fisher, <br />Jr. Also present were City Manager, Robert W. Sokoll, City Clerk, H. C. <br />Greene, and City Attorney, T. K. Haynes. <br />Mayor Malone called the City Council meeting to order and advised that the City <br />Council was in joint session with the Lamer County Commissioners Court. The <br />four Commissioners of the Commissioners Courtt was present,•.absent was County <br />Judge, Lester Crutchfield.. <br />Prayer was offered by Judge Henry Braswell. <br />Mayor Malone announced that the joint meeting was called for the purpose of <br />discussion of the Youth Diversionary Service, and stated that the Council <br />had expressed it's willness to participate; that the City had budget and <br />appropriation problems; however, discussion was had on possibility of the <br />City and County cooperating to provide funding and space for the operation <br />of the Youth Diversionary Program. <br />Mr. Charles Dillon, representing the Department of Human Resources, stated <br />that his department needed a resolution authorizing someone to sign a contract <br />with the State for the service, and for funding. Upon. questioning Mr. Dillon <br />stated that the contract would be for one year and that next year probably <br />would be on a 70% Federal, 30% Local funding basis, and that the State would <br />probably not fund next years programe <br />Councilman Williams questioned the Commissioners Court on the possibility of <br />fifty -fifty funding by the City and County. The Commissioners Court expressed <br />an unwillingness to vote without the County Judge being present. Mr. Bud <br />Peace, acting as spokesman fo3t the Lamar County Commissioners Court, requested <br />a recess, and a recess was called by both the County Cbitrt and the City Council. <br />Councilman Wunsch excused himself and departed the meeting. <br />Mayor Malone declared the recess over and the meeting teconyened. <br />Mr. Peace, speaking for the Commissioners Cou�tt, stated thA Lamar County <br />was willing to furnish office space and iias' willing to supervise theIservices, <br />and to contract with the State of Texas for funding, with the provision that <br />the City of Paris provide cash requiired for local. funding. <br />After discussion a motion was made by Councilman Burnett, seconded by Council- <br />man Fisher authorizing the preparation of a Resolution for adoption at the <br />next regular Council meeting authorizing the expenditure of not to exceed <br />$5,000.00 out of the 1979 -1980 budget. Motion carried 5. ayes, 1 nay. Council- <br />man Philley voting nay. <br />City Manager Sokoll requested consideration of the following Resolution. <br />Resolution No. 1902 authorizing the application for grant funds from the Texas <br />Department of Community Affairs to assist in financing a project entitled <br />Re- evaluation and updating the Personnel Position Classification and Pay Plan. <br />for the City of Paris, Paris, Texas was presented.. A motion was made by <br />Councilman Fisher, seconded by Councilman Burnett for adoption of the <br />Resolution. Motion carried 6 ayes, 0 nays. <br />
