r) . ,",y <br />L_ [.. _ <br />A motion was made by Councilman Wunsch and seconded by Councilman.Farris that <br />McClanahan.and Holmes be appointed to perform the annual audit for the City of Paris. <br />Motion carried 7 ayes, 0 nays. <br />City Manager Sokoll requested confirmation of John Hastings as Director of the <br />Paris Public Library. <br />Mr. Hasting was in the audience and was introduced. <br />A motion was made by Councilman Burnett and seconded by Mayor Malone confirming <br />the appointment of John Hastings as Director of the Paris Public Library. Motion <br />carried 7 ayes, 0 nays. <br />City Manager Sokoll requested the appointment of Mrs. Theodore Drake who had been <br />recommended by the Director of Public Library as well as the Paris Library Board <br />as a lay representative to the.North East Texas Library system. A motion was made <br />by Councilman Malone, seconded by Councilman Wunsch appointing Mrs. Theodore Drake <br />as lay representative to the North East Texas Library System. Motion carried 7 <br />ayes, 0 nays. <br />City Manager Sokoll presented the request of the Paris Rodeo and Horse Club, Inc. <br />to use the west side of the Plaza in downtown Paris on Monday night June 5, 1978 <br />from 8:00 P.M. to 11 :00 P.M. for the purpose of a street dance in connection with <br />the annual rodeo. A motion was made by Councilman Burnett, seconded by Councilman <br />Wunsch approving the request. Motion carried 6 ayes, 1 nay, Councilman Philley <br />voting nay. <br />City Manager Sokoll advised the Council of an offer from Agpro, Inc. to cancel a <br />lease on 1,143 acres at Cox Field stating that Agpro felt it would be in the best <br />interest of the City of Paris for cancellation at this time in that they did not <br />intend to renew the lease at the expiration of the initial 5 year period. City <br />Attorney Haynes recommended taking of bids for releasing the 1,143 acres at Cox <br />Field, and release Agpro if bids are more favorable. <br />Mr. Ronnie Smith, Reno, Texas, appeared before the Council and recommended that the <br />City hold Agpro to their lease. <br />After discussion a motion was made by Councilman Farris, seconded by Councilman <br />Wunsch authorizing the advertisement of bids for a primary period of 3 years. <br />Motion carried 7 ayes, 0 nays. <br />City Manager Sokoll requested that the Director of Public Works Killingsworth to <br />explain the cost of optional programs concerning the graveling of streets as pro- <br />vided for in 'the Revenue Sharing Budget. Mr. Killingsworth explained the difficulty <br />of'purchasing a good grade of gravel for streets under the program and stated <br />because of the distant of hauling involved, price of the gravel was $4.50 per ton. <br />Mr. Killingsworth further stated that white rock gravel purchased in Hugh, Oklahoma: <br />treated with a double seal coat and cover stone amounted to approximately $3.50 per <br />L. feet for an 18 foot wide street, and that the more expensive gravel without seal <br />coating was $3.80 per L. feet fob an la foot wide street. After discussion, a <br />motion was made by Councilman Farris and seconded by Councilman Malone for the use <br />of white rock base with a double seal coat and cover stone be adopted. Motion <br />carried 7 ayes, 0 nays.. <br />Mr. Burl White appeared before the Council in behalf of the Maxey Black Powder <br />Rifle Club requesting a lease of Lake Crook property for the purpose of establishing <br />a black powder gun range. Mr. White explained that a 50 yard range was needed for <br />black powder rifle and 25 yards for a black powder pistol range. <br />After discussion, Resolution No. 1862 authorizing and directing the Mayor to execute <br />a lease agreement with the Maxey Black Powder Rifle Club was presented. Motion was <br />made by Councilman Burnett and seconded by Councilman Philley adopting the resolution. <br />Motion carried 7 ayes, 0 nays. <br />
