28`+ <br />ATTACHMENT II <br />PROGRAM NARRATIVE STATEMENT <br />This is a Public Uorks Program consisting of Storm. Drainage, Street <br />Improvements, Plater and Sanitary Setter Improvements. <br />STORM DRAINAGE: The City of Paris depends primarily on open channels <br />for its drainage system. These channels have grown up with trees, etc. <br />and have silted to such an extent that the velocities are so slo;d that <br />run -off is far below that necessary to handle even small rainfall amounts. <br />Improvements would consist of cleaning, widening and lowering the Flow <br />lines of the channels in order to provide run -off consistant with <br />standard drainage practices. <br />STREET IMPROVEMENTS: In the older sections of the City, substandard <br />paving widths and intersection radii result in excessive maintenance <br />costs and create traffic hazards. <br />Proposed Improvements would upgrade the standards resulting in less <br />future maintenance cost and alleviating such traffic hazards. <br />WATER AND SANITARY SEWER: In some sections of the City, existing utilities <br />are obviously in need of immediate up grade due to age. Conditions include <br />inadequate line sizes flow line grades and broken manholes,.which result <br />in poor service to citizens and in some cases present health hazards. <br />Sanitary Sewer improvements include repair of broken manholes and damaged <br />sewer lines. dater line improvements include loop systems for inadequate <br />size lines in order to provide necessary water pressure. <br />Money is budgeted each year to apply to these three areas of concern and <br />if additional funds are available through the Community Development Act, it <br />will enable the City to increase its scope of work towards improving such <br />systems. <br />With a 1970 population of 23,441, Paris has a total of 6,326 families, 18 <br />or 1,160 of these families are classified as belola poverty level. 10% or <br />980 of the 9,099 homes in the City are without plumbing facilities. <br />There have been no substantial increase or decrease in the City's population <br />in the last 10 years. <br />The proposed program would help eliminate minor health hazards by relieving <br />flooding conditions, improving traffic flow and eliminating sanitary <br />sewer stoppage. <br />
