i5 <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />March 24, 1975 <br />A Special Meeting of the City Council was held on March 24, 1975 at 5:15 P. M. <br />Mayor Brunette called the meeting to order with the following Councilmen present: <br />Coyle 'Whitaker, Brad Hutchison, 4d. M. (Dub) Moore. Also present were City Manager <br />K. R. S4,reatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene. <br />City Manager Sweatt advised the Council that application had been received from <br />Charles Greb, Inc. for a change in zoning that will allow.extension of the existing <br />Cherry Street Manor Nursing Home on Cherry Street. <br />Mayor Brunette referred the petition to the Planning and Zoning Commission for their <br />study and recommendation and called for a public hearing at the next regular Council <br />Meeting. <br />Mrs. Mildred Binnion appeared before the Council, requesting authorization to place <br />a mobile home outside a licensed park, the location requester ° -being 335 Vloodlawn <br />Avenue. After discussion, a motion was made by Councilman Irlhitaker to table the re- <br />quest. Councilman Whitaker's motion died for lack of a second. Further discussion <br />was had concerning the location of the Binnion Mobile Home Park on Austin Street. <br />Mrs. Binnion stated that she owns 6 lots on Woodlawn Avenue. A motion was made by <br />Councilman Hutchison and seconded by Councilman VIhitaker to table the request. The <br />motion carried: 4 ayes, 0 nays. <br />Councilman Rainey entered the Council chambers and assumed his chair. <br />Mrs. Mildred Binnion requested the Council to consider her petition for re- zoning of <br />Lots 10, 10A, and 11, Block 117, from Multiple Family I to Commercial District. A <br />motion was made by Councilman Whitaker and seconded by Councilman Rainey that the re- <br />quest be referred to the Planning and Zoning Commission for their study and recommenda- <br />tion and a public hearing called for the next regular Council Meeting. The motion <br />carried: 5 ayes, 0 nays. <br />City Manager Sweatt presented a letter from the Paris Kiwanis Club requesting use of <br />a portion of the Market Square for 6 days in May, 1975, for the purpose of staging a <br />carnival. Mr. Sweatt reminded the Council that a similar request had been made in <br />10'74, and the request had been denied, mainly for reasons that sanitary facilities <br />ti -;ere not available at the Market Square. After discussion, a motion was made by <br />Councilman Rainey to deny the request. Mr. Rainey's motion died for lack of a second. <br />After further discussion, a motion was made by Councilman Hutchison to table the re- <br />quest. The motion was seconded by Councilman Moore and carried 5 ayes, 0 nays. <br />City Manager Sweatt advised the Council that a grant offer had been received from the <br />Texas Aeronautics Commission and recommended its acceptance. <br />
