346 <br />A motion was made by Councilman Sterling and seconded by Councilman Whitaker for the <br />adoption of the resolution. The motion carried: 7 ayes, 0 nays. <br />Mr. Leonard Redman appeared before the Council, having requested to do so to present <br />information concerning sanitary landfills. Mr. Redman showed pictures of a Phoenix, <br />Arizona landfill completed by him 15 years ago and gave background of his "garbage" <br />experience. Mr. Redman stated that he was convinced that Sanitex Company was not a <br />reliable company for Paris; that $400,000.00 was the minimum cost to cover the City's <br />present landfill properly. <br />Mr. Redman presented the following petition: <br />"We, the undersigned, constituting residents of the City of Paris <br />or people with businesses within the City of Paris that are <br />interested in and will be affected by any solid waste plan put in <br />force by the City of Paris, do hereby petition the City Council <br />of the City of Paris to submit any plan for solid waste disposal <br />in the city to the public for competitive bidding and particularly <br />petition said City Council not to contract with Sanitech, a <br />division of Lone Star Gas Company, or with any other utility <br />company presently having a franchise within the City of Paris to <br />handle said solid waste or still further in the alternative to <br />submit the question to a vote of the people by means of the re- <br />ferendum provisions of the Charter and Ordinances of the City of <br />Paris." <br />Mr. Redman stated that the petition contained 2,174 signatures and requested that it <br />become a valid petition if the contract for sanitary service is presented and that <br />a referendum be called on said contract. <br />City Attorney Haynes advised that the petition was not valid for future acts of the <br />Council. <br />Mr. Redman suggested that the Council "back up and take professional advice "; re- <br />quest that bids be reopened; and stated that contracts could be secured in 90 days <br />and the landfill be in operation. <br />Resolution No. 1686, authorizing T. T. Maness, Jr. to transfer to Robert A. Lough- <br />miller space No. 8, Block B, Cox Field, for the duration of the lease owned pre- <br />sently by Mr. Maness, was presented. A motion was made by Councilman t4hitaker and <br />seconded by Councilman Moore for the adoption of the resolution. The motion car- <br />ried: 7 ayes, 0 nays. <br />
