W -3-72 <br />A motion was made by Councilman Whitaker and seconded by Councilman Stone to receive <br />the contract as a matter of record only. The motion carried: 7 ayes, 0 nays. <br />During the discussion, Councilman Stone requested to be relieved of his.assignment on <br />the Solid Waste Authority Committee, stating that the apparent desires of the general <br />public was not what he considered to be the best decision for the City of Paris. A <br />motion was made by Councilman Hutchison to reject the contract offered by the Solid <br />Waste Authority and further recommended that a committee be appointed from the Council <br />to study the problem and possible solution at the landfill. <br />Mr. James Allison, Attorney for <br />before the Council, requesting <br />1y the best we will ever get ". <br />the Northeast Texas Solid Waste Authority, appeared <br />"think carefully and consider long as the price is:probab <br />Mr. Odis Watkins, mayor of the City of Cooper, and member of the board of the Northeast <br />Texas Solid Waste Authority, appeared before the Council, and stated that his city had <br />"to do something quick." <br />Mr. Leonard Redman appeared in opposition to the contract. <br />Dr. Craig Stephens, president of Paris -Lamar County Chamber of Commerce, appeared be- <br />fore the Council, requesting consideration of the proposal, and stated, in that the con- <br />tract had not been read aloud, that he did not know the provisions of the proposed con- <br />tract. <br />Mr. Harold W. Adams, Mrs. Joe Rushing, and Mr. Shelton Jack appeared in opposition to <br />the proposed contract. Mr. Barney King appeared before the Council stating "we are <br />concerned." <br />Mr. Don McLaughlin, Attorney, appeared only as a resident of the City, stating that he <br />felt that the thorn is the landfill and not the pickup service and stated that the <br />people want to concentrate efforts in the area of the landfill. Mr. McLaughlin also <br />stated that the Western Refuse Co. would like to be considered if the City opens itself <br />to any other bids. <br />Mr. James McFadden appeared in opposition to the contract as well as Mr. Sammy Cunning - <br />ham, Mrs. Virgie McKinney, and Mr. Ray Pearson. <br />Mr. Horace Crawford of the Sanitech Company appeared before the Council and requested <br />that their operation be compared to any operation in the State of Texas. <br />Mayor Brunette called for a second to the motion of Councilman Hutchison to reject the <br />contract and appoint a committee. The motion was seconded by Councilman Moore and <br />polling of the Council showed 6 ayes, Councilman Stone abstaining from voting. <br />In accordance with the motion of Councilman Hutchison, Mayor Brunette appointed a com- <br />mittee composed of Councilman Hutchison, Councilman Stone, and Councilman Moore and <br />requested recommendation to be made at the June 23, 1975 council meeting. A motion <br />was made by Councilman King and seconded by Councilman ir!hitaker to approve the appoint - <br />ments of the committee. The motion carried: 7 ayes, 0 nays. <br />Mr. Hardy England, District Manager of Texas Power & Light Co., appeared before the <br />Council and presented a request for a rate change. Mr. England stated that the request <br />would meet the need of an 11% increase in revenues. <br />Mayor Brunette called for a motion for a public hearing for Texas Power & Light Co. <br />rate change for July 14, 1975 at which time to receive a presentation of Mr. Hardy <br />— England and appointed a committee composed of Councilman Whitaker, Councilman Ster- <br />ling, and Councilman King to study the request. A motion was made by Councilman <br />Hutchison and seconded by Councilman Stone that the public hearing and committee ap- <br />pointments be approved. The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt presented a request from the Red River Valley Fair Association for <br />a lease agreement on fairground property. <br />
