MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />June 12, 1975 <br />A Special Meeting of the City Council was held on June 12, 1975 at 5:15 P M. Mayor <br />James M. Brunette called the meeting to order with the following Councilmen present: - <br />Joe King, Brad Hutchison, W. M. (Dub) Moore, Sam M. Stone, Doyle Whitaker, and Lloyd <br />Sterling. Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, <br />and City Clerk H. C. Greene. -- <br />City Manager Sweatt presented the proposed budget for the fiscal year 1975 -76. Mayor. <br />Brunette declared the public hearing open on the proposed budget. <br />Mr. Harvey Cavender, representing the Downtown Merchants Association, appeared before <br />the Council requesting that meter attendants be provided to regulate downtown parking. <br />Mrs. Caroline Thornton and Mrs. Gano Lightfoot, representing the King's Daughters, <br />appeared before the Council requesting an increase of $1,000.00 over the $3,000.00 in <br />the proposed 1975 -76 budget. <br />Mr. F. D. Mallory, III, appeared before the Council, requesting that the Council recon- <br />sider $2,400.00 welfare amount included in the budget for child welfare. <br />Mrs. Dahlia Jenkins appeared in behalf of the Child Welfare Committee, stating that the <br />committee had requested $3,600.00 and was grateful for the $2,400.00 included in the <br />budget; that the appropriation would be used for the care of abused and neglected non - <br />welfare children and children not cared for under any other program. <br />Mayor Brunette declared the public hearing closed and called for discussion among the <br />Council. Mayor Brunette reminded the Council, speaking in reference to the parking <br />attendant request that the Paris Police Department had relieved one man during the <br />day of Cox Field responsibilities and felt that this responsibility was one for polic <br />administration. -- <br />In response to the King's Daughters request, a motion was made by Councilman Sterling <br />and seconded by Councilman Stone that the increased cost of the King's Daughters move <br />to new quarters be favorably considered after July 1, 1975. The motion carried: 7 <br />ayes, 0 nays. <br />Councilman Whitaker stated that he opposed across the board.salary increases and that - <br />he opposed money proposed for expenditure in the Revenue Sharing budget for new street <br />signs and for new fire department structure to house equipment,.alert warning equipment, <br />lighting controls at the tennis courts, and animal shelter construction. <br />Councilman King stated that he objected to across the board salary increases as well as <br />construction of airport hangars as contained in the Cox Field Airport Fund budget. <br />Councilman Hutchison reminded the Council that every item wi.T1 not necessarily be ap- <br />proved when the bidding process is followed. <br />Ordinance No. 2229: <br />"AN ORDINANCE ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR <br />BEGINNING JULY 1, 1975, AND ENDING JUNE 30, 1976, IN ACCOR- <br />DANCE WITH THE CHARTER OF THE CITY OF PARIS, APPROPRIATING <br />
