638 MINUTES OF,THE REGULAR MEETING OF THE CITY COUNCIL February 9, 1976 The Regular Meeting of the City Council was held on February 9, 1976 at 7:00 P. M. at the Municipal Court Building, 811 Bonham Street. The meeting was called to order by Mayor James M. Brunette with the following. Councilmen present: W. M. (Dub) Moore, Joe King, Lloyd Sterling, Sam M. Stone, and O. L. Rainey. Also present were City Manager K. R. Sweatt and City Clerk H. C. Greene. Prayer was offered by Reverend Johnny Irish, First United Methodist Church. Mayor Brunette asked if there were any additions or corrections to the minutes as furnished them embers of the Council. There being none, the minutes were approved.. Mayor Brunette.announeed that the first order of business'would be recommendations rude by the Planning and Zoning Commission at-its meeting held on February 2s 1976. Mayor Brunette declared:the public hearing open on thre'petition of Jack Steed for a change in zoning from a One4amily Dwelling District No. 2 to.a. Neighborhood Service `District on Lot 4, City Block 195,.16cated at.155 23rd N. W. 'The Planning and. Zoning Commission had recommended that -the petition be denied. Mayor Brunette called for proponents to appear,.and Mr. Jack Steed appeared before the Council,-stating that he proposed to build a 16' x -18' building in.the rear of his - property for use as a one chair beauty shop with off - street parking for three-cars.. Mayor Brunette called for opponents to appear, and Mr. Rol Io Watson and Mr. Wylie McIntire appeared in opposition to the petition. Mayor Brunette declared the public hearing closed, and an ordinance providing for the zoning change was presented. A motion was made by.:Councilman Stone and seconded by Councilman Sterling to deny the petition and.to defeat the ordinance. The mo- tion carried: 6 ayes, O nays. Mayor Brunette declared the public hearing open on the petition of'the Southwestern Bell Telephone Company for a change in zoning from a Commercial District to a Com- mercial District and Specific Use Permit - Private Utility Storage Area and Shop on part of Lot 4, City Block 281, located on the west side of 17th N. E., 339 feet south of Clement Road. , The Planning and Zoning Commission had recommended approval of the petition. Mayor Brunette called for proponents to appear, and Mr. Don McLaughlin, Attorney' appeared in behalf of Southwestern Bell Telephone Company and stated that the company intended to build and operate a service and storage area: Mayor Brunette, tailed for opponents to appear, and none appeared. Mayor Brunette declared the public hearing closed, and Ordinance No. 2273: "AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANCING THE BOUNDARIES ESTABLISHED. BY THE ZONING MAP OF SAID CITY; ESTABLISHING A COMMERCIAL DIS- TRICT (C) AND A SPECIFIC.USE PERMIT, PUBLIC AND PRIVATE UTILITIES I.
