Deliberate and act on RESOLUTION NO. 2010 -017: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AWARDING THE CONTRACT FOR THE DEMOLITION AND DISPOSAL OF VARIOUS STRUCTURES AT THE ONE OAK APARTMENT COMPLEX LOCATED AT 655 GRAHAM STREET IN THE CITY OF PARIS TO SANITATION SOLUTIONS, THE LOWEST RESPONSIBLE BIDDER; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Kear and seconded by Council Member McCarthy. Motion carried, 6 ayes — 0 nays. 21. Deliberate and act on A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; APPROVING REVISED PARIS ECONOMIC DEVELOPMENT CORPORATION BYLAWS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. City Council discussed at length whether or not PEDC should exclude ex- officio members from executive sessions when personnel issues were being deliberated. Several Council Members expressed they should allow the Board to govern themselves, but several Council Members disagreed citing that it was not fair to the ex- officio members to be excluded. Council Member Biard said he would like to hear from PEDC board members prior to voting on this item. Mayor Freelen said he would like for Council Member Brown to be there when they discuss and vote on this item. Mayor Freelen also said that he would contact PEDC Chairman Dan Smith to ask him to come to the next Council meeting. A Motion to table this item was made by Council Member McCarthy and seconded by Council Member Rogers. Motion carried, 6 ayes — 0 nays. 22. Deliberate and act on RESOLUTION NO. 2010 -018: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ESTABLISHING AND APPROVING A POLICY FOR THE SALE OF SURPLUS PERSONAL PROPERTY WITH A VALUE OF $1,000 OR LESS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Biard and seconded by Council Member Rogers. Motion carried, 6 ayes — 0 nays.
