1077 <br />Regular Council Welin j <br />February 22, 2010 <br />Page 4 <br />Mr. Napier said he had reviewed the Ordinance earlier that day and wanted to make additional <br />changes as follows: <br />Page 3 — License — that the written license will be issued by the Building Official <br />Page 5 — Application Requirements — (b)(2) after the word park, insert the word lot <br />Page 6 — Section 22 -3(e) — should read the City Manager or his designee <br />Page 6 — Section 224(a) — third line, after the word controlled — the word "by" should be <br />inserted. Also, existing parks will be required to have a license; however, will remain as a non- <br />conforming park. License will expire December 15th of each year instead of December 31" of <br />each year. <br />Page 13 — Section 22 -44 (c) - Skirting shall apply to all existing and new HUD Code <br />Manufactured Homes. <br />Page 15 — Section 22 -45 (4)(H) — Lighting — lighting will be required for all existing and <br />new HUD Code Manufactured Home Parks. Electrical fees will be paid by the park owner. <br />Page 15 — Section 22 -47 (1) — a single water meter will be required for all HUD Code <br />Manufactured Home Parks. <br />Page 16 — Section 22 -50 — Enrollment in a valid garbage collection service will be <br />required for all existing and new HUD Code Manufactured Home Parks. <br />Page 16 — Section 22 -51 — Maintenance will be required for all existing and new HUD <br />Code Manufactured Home Parks. <br />Page 17 — Section 22 -52 — Conformance to Codes will be required for all existing and <br />new HUD Code Manufactured Home Parks, as well as individual HUD Code Manufactured <br />Homes located in SF -3 zoning with a specific use permit. <br />Page 17 - Section 22 -53 — All existing and new HUD Code Manufactured Home Parks <br />will be required to have a licensed property manager on the premises. <br />Page 17 — Section 22 -53 (4) — the park operator shall submit the park register to the <br />Building Official each by December 15th. After the word "tax assessor" add the words "and the <br />City of Paris." <br />Page 17 — Section 22 -55 — current paragraph will remain. Existing HUD Code <br />Manufactured Home Parks will not be grandfathered in under the above - referenced sections of <br />the Code. In addition, language to be added reflecting that existing parks will be limited to <br />existed travel trailers in their parks — when one travel trailer is removed, it shall not be replaced <br />by another travel trailer. HUD Code Manufactured Home Parks will be required to notify the <br />City of Paris by December 15, 2010, of the number of travel trailers they have in their park at <br />that time. <br />Council Member Rogers said that she would like to review the Ordinance once the <br />changes were made. Mr. Napier said this was a first reading and that it would be brought back to <br />Council on March 8th. <br />10. First reading, deliberate and possibly act of ORDINANCE NO. 2010 -009: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING <br />THE TRAFFIC CONTROL MAP ADOPTED IN SECTION 31 -65 OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS; ESTABLISHING A NO PARKING <br />AREA ON THE EAST SIDE OF STILLHOUSE ROAD IN THE 2300 BLOCK; MAKING <br />
