Citizens' forum. <br />Ann Gilliland, 150 CR 12200, Paris — on behalf of Keep Pans Beautiful/Make Lamar <br />County Shine, Ann Gilliland invited Council Members to be team leaders for the trash -off <br />scheduled for April 10th. <br />Consent Agenda <br />Mayor Freelen inquired of Council Members if they wished to pull any items from the <br />Consent Agenda for discussion. City Council discussed with staff members items 9 and 11. <br />Council Member Rogers commended city staff on the financial report, as it related to the return <br />on equity. <br />Council Member Kear made a Motion to approve the Consent Agenda and Council <br />Member McCarthy seconded the Motion. The Council voted six (6) for and none (0) opposed to <br />approve and adopt Consent Agenda Items 5, 6, 7, 8, 9, 10, 11, and 12. <br />5. Deliberate and act on the approval of minutes from the meeting on March 8, 2010. <br />6. Receive and deliberate on reports and/or minutes from the following boards, <br />commissions, and committees: <br />a. Paris Economic Development Corporation (2 -9 -2010) <br />b. Fire and Building Code Review Committee (2 -23 -2010) <br />c. Paris Historic Preservation Commission (2 -10 -2010; 2 -22 -2010) <br />d. Board of Adjustment (1 -5 -2010) <br />e. Paris Public Library Advisory Board (1 -20 -2010; 2 -17 -2010) <br />7. Deliberate on February monthly financial report. <br />8. Deliberate and act on RESOLUTION NO. 2010 -039: A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A <br />PROCLAMATION DECLARING THE MONTH OF APRIL AS FAIR HOUSING <br />MONTH; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />9. Deliberate and act on RESOLUTION NO. 2010 -040: A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ACCEPTING THE BID AND <br />AWARDING THE CONTRACT FOR THE PURCHASE OF A GRIT REMOVAL <br />SYSTEM TO SMITH & LOVELESS, INC. IN THE AMOUNT OF $78,980.00 FOR <br />USE IN THE CITY OF PARIS WASTEWATER TREATMENT PLANT; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />10.
