P. <br />MINUTES OF THE CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />July 12, 2010 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />July 12, 2010, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Will Biard <br />Council Members: Joe McCarthy; Jason Rogers; John Wright; Stephen <br />Brown; Edwin Pickle; and Rhonda Rogers <br />City Staff: Kevin Carruth, City Manager; Kent McIlyar, City <br />Attorney; Janice Ellis, City Clerk; Bob Hundley, <br />Police Chief, Ronnie Grooms, Fire Chief; Gene <br />Anderson, Finance Director; Shawn Napier, <br />Director of Engineering; and Priscilla McAnally, <br />Library Director <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Biard called the meeting to order at 5:31 p.m. <br />2. Invocation. <br />Pastor Bill Felts gave the invocation. <br />3. Pledge of Allegiance. <br />Council Member John Wright led the pledge. <br />4. Citizens' forum. <br />Thelma Clement, 1471 N.E. 15th Street — she complained about problems with a water <br />drain and inquired if the City was responsible or if she was responsible for repairing it. <br />Ranger Abbott, 125 S.W. 41" Street — he said his request to be on the Agenda had been <br />denied three times. He also said that his property was already zoned for non - conforming use and <br />asked the City Council to read the letter from the City Manager that was sent to him in 2008. <br />Gene McWaters, 415 S.W. 39th Street — he spoke in opposition to raising fees with regard <br />to items 10 and 11. <br />
