1292 Regular Council Meeting April 25, 2011 Page 3 ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE LOT 2, BLOCK l; LOT 1, BLOCK 2; LOTS 1 AND 2, BLOCK 3; LOTS 4 -9, BLOCK 6; LOTS 1 -10, BLOCK 7; LOTS 1 -11; BLOCK 8, LOTS 7 -12, BLOCK 9, TEXAS & PACIFIC ADDITION AND LOTS 3 AND 4, BLOCK 162, CITY OF PARIS, LAMAR COUNTY, TEXAS FROM A LIGHT INDUSTRIAL DISTRICT (LI), TO A HEAVY INDUSTRIAL DISTRICT (HI); AND TO REZONE LOTS 1 -12, BLOCK 10; LOTS 1 -12, BLOCK 11; LOTS 1 -12, BLOCK 12; AND LOTS 1 -12 BLOCK 13, TEXAS & PACIFIC ADDITION, PARIS, LAMAR COUNTY, TEXAS, FROM A COMMERCIAL DISTRICT (C) TO A HEAVY INDUSTRIAL DISTRICT (HI), SAID PROPERTY GENERALLY LOCATED BETWEEN SOUTH CHURCH STREET, SIXTH STREET SE, PARIS BOULEVARD AND UNION PACIFIC RAILROAD CITY OF PARIS, LAMAR COUNTY, TEXAS; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mayor Pro -Tern McCarthy opened the public hearing and asked for anyone wishing to speak in support of this item, to please come forward. Mike Glatfelter spoke in support of this item. Mayor Pro-Tern asked for anyone wishing to speak in opposition of this item, to please come forward. With no one else speaking, Mayor Pro -Tem McCarthy closed the public hearing. With no action being taken on this item, it was scheduled for a second reading on May 9th. A Motion to return Mayor Biard to the meeting was made by Council Member Rhonda Rogers and seconded by Council Member Pickle. Motion carried, 6 ayes — 0 nays. 11. Presentation of Paris Economic Development Corporation's Quarterly Report. PEDC Director Steve Gilbert referred City Council to the quarterly report that was included in their packets and asked if there were any questions. There were no questions. Mr. Gilbert announced that the Red River Regional Agricultural Innovators and Entrepreneur Forum was scheduled for May 4th between 10:00 a.m. and 1:00 p.m., at the new offices of the Red River Region Business Incubator. Mr. Gilbert invited everyone to attend. Mr. Gilbert said that he wanted to publically apologize to the City Council, the Rogers Family, and City staff regarding the diversity RFP process and the manner in which it got out of hand. Mr. Gilbert also said that recommendations would be made to the PEDC Board on May 10th regarding the Project, and until that time the procurement process was underway. He also said that once a decision was made, that they would deal with issues as they arose.
