Deliberate and act on ORDINANCE NO. 2011 -010: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS; AMENDING SECTION 3 -5, <br />CHAPTER 3 ALCOHOLIC BEVERAGES OF THE CODE OF ORDINANCES OF <br />THE CITY OF PARIS TO ALLOW THE SALE AND CONSUMPTION OF <br />ALCOHOLIC BEVERAGES AT THE LOVE CIVIC CENTER AND THE RED RIVER <br />VALLEY FAIRGROUNDS WITH APPROPRIATE TABC PERMIT; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING <br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. <br />Mayor Biard said it was his understanding that at the last meeting, there was a lengthy <br />discussion about this item. He further said he understood that it was a consensus of the Council <br />not to allow alcohol in parks. Council Members McCarthy and Brown both said they opposed <br />any alcohol at parks. City Council discussed options of allowing the sale and consumption of <br />alcoholic beverages at the Civic Center and the Fairgrounds. Council Members Wright and <br />
