Council Member Pickle said the City had been keeping the Health Department's <br />books for at least twenty years and had not collected a fee for doing so. <br />Dr. Kraft also said that it would cost more money for the employees to go to the county 4.2 1 <br />retirement system and that is one reason that it would be best for them to stay under the city <br />retirement system. <br />Mayor Hashmi said that City Council needed to decide what direction should be given to <br />City Staff. Mayor Hashmi said he would entertain a motion and then follow -up with discussion. <br />A Motion to keep the relationship between the City and the Paris Lamar County Health <br />Board status quo and educate employees on risk management was made by Council Member <br />Grossnickle and seconded by Council Member Wright. <br />i <br />Council Member Pickle said employees contributed to retirement and asked if the Health <br />Department matched it or if the City matched it. Mr. Anderson said it was in the Health <br />Department budget, so it was equally split between the City and the County. Council Member <br />Frierson said he thought the Health Department was good for the community, but that he would <br />like to explore the possibility of an agreement with a stipulation that the Health Department <br />provide their own liability insurance and name the City as an additional insured. Dr. Strom said <br />the Health Department Board had obtained the insurance since the lawsuit. He also said there <br />were other entities that had interlocal agreements between the city, the county and the health <br />department, such as the City of Tyler. Council Member Frierson asked if the Board's insurance <br />named the City of Paris as an additional insured and Dr. Strom said he did not know. Council <br />Member Frierson suggested that the City of Paris be added as an additional insured. Council <br />Members Wright, Avila and Grossnickle said they wanted to continue the current relationship <br />between the City and the Health Department. Council Member McCarthy said he was unsure as <br />how to proceed at the present time. He said that he agreed with Council Member Frierson in that <br />the City should be named as an additional insured on the Health Department's policy. Council <br />Member McCarthy went on to say that during the last several months he had received calls from <br />Health Department employees, who expressed fear that the City was going to close the <br />department down and they would lose their jobs. Council Member McCarthy said the employees <br />said this was the message relayed by Board Members and the Health Department administration. <br />Council Member McCarthy said he wanted everyone to understand that the City was not going to <br />close the Health Department and that the employees were misled by someone. Mayor Hashmi <br />asked about the possibility of the City keeping the Health Department and running it. Mr. <br />Anderson said his objection to that was that the City performed basic services and the City did <br />not know anything about health services. Mr. Anderson suggested they may want to look at the <br />Health Department being managed by someone in the health field with both the City and County <br />making contributions. He also said another alternative that had not been explored was for the <br />hospital to run the Health Department. Mayor Hashmi also inquired whether or not the County <br />would still make a contribution if the City managed the Health Department. Mr. Anderson said <br />he could not answer for the County. <br />
