Motion carried, 5 ayes — 2 nays, with Mayor Hashmi and Council Member Wright casting the dissenting votes. 13. First reading, deliberate and possibly act on AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ARTICLE I OF CHAPTER TWO OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS, BY AMENDING SECTION 2 -1, RULES OF ORDER FOR CITY COUNCIL MEETINGS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. City Attorney Kent McIlyar said he brought this item forward because at a recent meeting City Council indicated they desired to conduct City Council meetings in a more cordial and informal fashion. Following a brief discussion, Council asked that the following changes be made: Rule 1 - add language to provide a designated council member to preside over the meeting in the absence of both the mayor and mayor pro -tem; Rule 12 — allow for re -open of discussion after a motion and second; Rule 14 — record the names of those voting against an item as the City Clerk currently records in the minutes; and Rule 20 — allow any council member to consult with the City Attorney on procedural questions not covered by the rules. This item will be brought back for a second reading and action at the January 23'd City Council meeting. 14. Deliberate and act on RESOLUTION NO. 2012 -001: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; IN SUPPORT OF THE CHISUM ISD PROJECT "TOGETHER WE CAN "; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. Chief Hundley explained this program came from a think tank discussion with students at Chisum schools. He said it involved action by students, teachers, law enforcement, schools and churches in order to make a safe environment for area youth. A Motion to approve this item was made by Council Member Pickle and seconded by Council Member Avila. Motion carried, 7 ayes — 0 nays. 15. Deliberate and act on RESOLUTION NO. 2012 -002: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AFFIRMING THAT THE CITY OF PARIS HAS COMPLIED WITH THE REQUIREMENTS OF THE PUBLIC FUNDS
