14 <br />Regular Council Meeting <br />February 27, 2012 <br />Page 4 <br />18. Deliberate and act on RESOLUTION NO. 2012 -019: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING A <br />PROFESSIONAL SERVICES AGREEMENT WITH THE MODELS OF THE MAKER <br />TO PERFORM CERTAIN SPECIALIZED SERVICE TO THE CITY OF PARIS AND <br />ITS CITIZENS; MAKING OTHER FINDINGS AND PROVISIONS AND RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Regular Agenda <br />Mayor Hashmi asked if items 29 through 34 could be moved up on the Agenda, because <br />one of the Council Members had to leave a little early. <br />A Motion to move items 29 through 34 forward was made by Council Member McCarthy <br />and seconded by Council Member Frierson. Motion carried, 7 ayes — 0 nays. <br />29. Deliberate and provide direction to City Staff on the possible expansion of the remaining <br />portion of a two lane road on South Collegiate Drive between Clarksville Street and <br />Jefferson Road and a second entry into the Police and Court Building from S. Collegiate <br />Drive. <br />Shawn Napier said the City Council had several options as to how to use the remaining <br />bond money issued for South Collegiate Drive: 1) deposit the remaining bond money in an <br />interest & sinking fund to make principal payments; 2) widen the remaining portion of two lane <br />roadway to three lanes; 3) add a second entrance into the Police and Court Building; 4) add a <br />parking lot for the Trail de Paris; 5) overlay the remaining five lane section of South Collegiate <br />with a mill and asphalt overlay, plant mix seal or slurry seal. The type of overlay will depend on <br />an assessment of the overall roadway condition; 5) add a turn lane into the north entrance to the <br />soccer fields; and 6) construct sidewalks from the Sports Complex/Trail head to the High School <br />along South Collegiate. Mayor Hashmi inquired if the proposal was that all of the items be done <br />or a portion. Mr. Napier said he would like to bid all of it, but in a prioritized list. <br />A Motion to direct City Staff to continue their efforts on the possible expansion of the <br />remaining portion of a two lane road on South Collegiate Drive between Clarksville Street and <br />Jefferson Road and a second entry into the Police and Court Building from South Collegiate <br />Drive was made by Council Member Pickle and seconded by Council Member Grossnickle. <br />Motion carried, 7 ayes — 0 nays. <br />30. First reading, deliberate and possibly act on AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS; ADDING ARTICLE VI, "HIRE PARIS <br />FIRST" TO CHAPTER 2, ADMINISTRATION, OF THE CODE OF ORDINANCES <br />OF THE CITY OF PARIS, TEXAS; ESTABLISHING NEW GUIDELINES AND <br />CRITERIA FOR SHOWING PREFERENCE FOR LOCAL VENDORS AND <br />
