Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in support of this item, to please come forward. First reading, deliberate and possibly act on ORDINANCE NO. 2012 -008: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ESTABLISHING TEMPORARY MAXIMUM, REASONABLE AND PRUDENT RATES OF SPEED ON LOOP 286 FROM APPROXIMATELY MILE POINTS 18.037 TO 17.107 FOR A DISTANCE OF APPROXIMATELY 0.93 MILES IN THE CITY OF PARIS, TEXAS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Shawn Napier explained that TxDOT had asked that the City temporarily revise the speed limits on Loop 286 for the duration of a construction project. He said the speed would be reduced to 50 miles per hour on Loop 286, from approximately mile points 18.037 to 17.107 for a distance of approximately 0.93 miles. A Motion to invoke the super majority rule was made by Council Member McCarthy and seconded by Council Member Avila. Motion carried, 7 ayes — 0 nays. A Motion to approve the temporary rates of speed was made by Council Member Avila and seconded by Council Member McCarthy. Motion carried, 7 ayes — 0 nays. 21. Presentation on Bywaters Park landscape. Mayor Hashmi gave a slide presentation of the possible proposed future landscaping for Bywaters Park. He estimated that the project would cost $50,000 plus $15,000 for a sprinkler system, and added that there would be efforts to raise money for the project. 22. Update on the progress of the City Council Task Force on Substandard Structures.
