Regular Council Meeting February, 13 2012 ` QW3 study the matter and educate the public. Council Member Grossnickle agreed that it should go to the voters, but said he would like more information about the subject. It was a consensus of the 1469 City Council to postpone this-item until a later date and place it on the November ballot. A Motion to bring items 19 through 22 forward was made by Council Member McCarthy and seconded by Council Member Wright. Motion carried, 7 ayes — 0 nays. 19. First reading, deliberate and possibly act on ORDINANCE NO. 2012 -003: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO TRANSPORTATION PROVIDERS DB /A YELLOW CAB TO OPERATE A TAXICAB BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. A Motion to combine items 19 through 21 was made by Council Member Wright and seconded by Council member Grossnickle. Motion carried, 7 ayes — 0 nays. Gene Anderson explained that the taxicab companies planned to operate one or more taxicabs on the public streets for the purpose of transporting passengers. Mr. Anderson said the City was implementing a change in how these applications were handled, by going to a license instead of a permit for a franchise. Mr. Anderson said this would simplify the process and eliminate the three reading requirement. A Motion to invoke the super majority rule and approve the license for each of the three taxicab companies was made by Council Member Grossnickle and seconded by Council Member Frierson. Motion carried, 7 ayes — 0 nays. 20.
