Regular Council Meeting <br />August 13, 2012 <br />Page 7 <br />certain areas or differentiation between residential versus commercial. Mr. Godwin said this was <br />the same exact policy that had been existence for some time and that Council actually approved <br />it at a previous meeting, but did not have a resolution at that time. Mr. Godwin said at that <br />meeting they discussed that at a future Council meeting staff would bring suggestions for <br />residential tax abatements. <br />Mayor Hashmi asked that item 20 be moved forward. He said that Ms. Anglin was at the <br />meeting and wanted input from her. A Motion to bring item 20 forward was made by Council <br />Member Drake and seconded by Council Member Lancaster. <br />20. Discuss and update on strategic plan, clean-up of city, city planner position, permitting <br />process, and loop beautification. <br />Mayor Hashmi said there had been continuing discussions regarding strategic planning <br />and he wanted to get it done. He said he would like for some of the department heads to look at <br />this presentation and Mr. Godwin to direct them on what to do. Mayor Hashmi said Ms. Anglin <br />was very experienced in strategic planning and was offering to assist in the City in anyway. <br />Mayor Hashmi gave a presentation on the basics of strategic planning which included a mission <br />statement, vision statement, strategic priorities, department goals, population growth, budgeting, <br />performance measure indicators and targets, and team members actions. Ms. Anglin said that <br />departments should consider where they want to be ten years from now and plan for steps to <br />achieve that. She said the departmental plans are linked to budgeting and if the plan was <br />accepted, staff could continue to work on long term goals. <br />Mayor Hashmi inquired about the update on the city planner position. Mr. Godwin said <br />he met with a gentleman who was interested in serving as a city planner and had tenatively <br />included in the budget for that position. Mayor Hashmi asked Mr. Napier about the electronic <br />permitting process. Mr. Napier said they met with Farmers Branch, met with Mr. Godwin, <br />selected to go with MyGov and were starting the set -up process the next day. Mr. Napier said <br />they hoped to have a live date in September and would be helping train contractors how to use <br />the system. Mayor Hashmi said portions of the loop would be covered with remainder of crepe <br />myrtles at the appropriate time. Mayor Hashmi asked Ron Sullivan about clean-up of the city. <br />Mr. Sullivan said they were concentrating on entry ways and trying to make improvements to the <br />Trail De Paris. Mayor Hashmi asked that staff clean up 20a` Street and sides of the exits. <br />Council Member Wright asked that staff clean up some of the vacant lots, such as Superior <br />Switchboard. <br />15. Presentation and discussion of the Paris Economic Development Corporation 2012 -2013 <br />Budget. <br />EDC Director Steve Gilbert presented the budget to Council and answered questions <br />from City Council. (See Exhibit "A" attached) Specifically Council Member Grossnickle <br />inquired the total amount of reserves and Mr. Gilbert replied that figure was right at 5 million <br />dollars. Mayor Hashmi asked what that figure was after commitments were deducted and Mr. <br />Gilbert replied around 2 million dollars. Council Member Frierson said being the PEDC liaison <br />
