Motion carried, 5 ayes — 0 nays. 15. Discuss, first reading and possible act on an ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, DISANNEXING A 3.00 ACRE TRACT AND A 10.001 ACRE TRACT OF LAND OUT OF THE REDDING RUSSELL SURVEY #A- 786, PARIS, LAMAR COUNTY, TEXAS (LOCATED OFF STILLHOUSE ROAD APPROXIMATELY 1.13 MILES NORTH OF LOOP 286) IN RESPONSE TO A PETITION FOR DISANNEXATION FILED BY PROPERTY OWNERS DR. & MRS. ROBERT ZIMMERMAN; ADJUSTING CITY BOUNDARIES TO REFLECT NEW CITY LIMITS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. A Motion to recuse Mayor Hashmi was made by Council Member Drake and seconded by Council Member Wright. Motion carried, 5 ayes — 0 nays. Council Member Wright presided over the item and said no action could be taken because there wasn't a super majority of the Council present. City Council heard from Dr. Zimmerman as to why his property should be disannexed. City Council scheduled this item for their Council meeting on October 22 nd A Motion to return Mayor Hashmi and Council Member Grossnickle to the meeting was made by Council Member Frierson and seconded by Council Member Drake. Motion carried, 4 ayes — 0 nays. Mayor Hashmi moved to item 11. 11. Discuss and conduct a public hearing on completion of the Texas Community Development Block Grant #729599 for sewer improvements. City Engineer Shawn Napier said this grant had allowed the City to do two sewer system improvement projects. Mr. Napier said a public hearing was required on completion of this grant in order that the City may apply for another grant. Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in support or opposition of this item, to please come forward. With no one speaking, Mayor Hashmi closed the public hearing. 12.
